The project:

Mace is providing strategic infrastructure advisory support across utilities, mobility, and urban systems for large-scale capital development programmes in Abu Dhabi.

The infrastructure advisor provides strategic and technical leadership on major capital development programmes, supporting the planning, integration, and delivery of complex infrastructure systems. The role works across utilities, mobility, ICT, and urban infrastructure to ensure solutions are future‑ready, cost‑effective, sustainable, and aligned with long‑term planning and investment objectives. Acting as a trusted advisor, the position interfaces closely with senior leadership, authorities, and delivery partners to de‑risk projects and maximise whole life value.

You’ll be responsible for:
  • Provide strategic and technical infrastructure advice across utilities, mobility, ICT, energy, water, and urban systems for major capital programmes.
  • Lead the integration of infrastructure planning with master planning, policy objectives, and long‑term growth strategies.
  • Define future‑ready infrastructure roadmaps, phasing strategies, and investment priorities to support sustainable development.
  • Establish and oversee technical standards, performance criteria, and output specifications for infrastructure procurements.
  • Chair technical reviews and stage gates, ensuring design quality, constructability, value for money, and risk mitigation.
  • Coordinate with key stakeholders, regulators, and service providers to secure timely approvals and resolve interface issues.
  • Support business case development and investment decisions through technical, cost, risk, and lifecycle assessments.
  • Oversee design assurance, change control, and technical governance throughout planning and delivery stages.
  • Embed sustainability, resilience, and whole‑life asset management principles into all infrastructure strategies and reviews.
  • Provide clear, concise briefings, reports, and recommendations to senior leadership and executive stakeholders.
You’ll need to have:
  • Degree in engineering (civil, structural, mechanical, or electrical) or urban planning.
  • Significant experience in infrastructure strategy, master planning, or major capital programmes.
  • Proven leadership of multidisciplinary infrastructure teams covering utilities, mobility, and urban systems.
  • Strong background in technical assurance, design review, and regulatory approvals for large‑scale developments.
  • Strong stakeholder management skills with the capability to engage senior leadership and external authorities.
  • Excellent written and verbal communication skills, including the production of executive‑level reports and recommendations.
