Job Purpose

The Provincial Treasury, Western Cape Government has an employment opportunity for a suitably qualified competent individual to manage the implementation of accounting frameworks and the compilation of financial information, reports and statements for departments and entities.

Minimum Requirements

A appropriate 3-year B-Degree (equivalent or higher qualification) in Financial Accounting; A minimum of 3 years relevant Accounting and Junior Managerial experience; A valid (Code B or higher) driving licence. NB: People with disabilities that restrict driving abilities, but who have reasonable access to transport, may also apply.

Key Performance Areas

Manage the support provided to departments and entities on the application of accounting frameworks; Monitor, evaluate and report on compliance with accounting norms and standards, financial reporting guidelines applicable to provincial departments and entities; Manage the compilation, consolidation and tabling of the Annual Consolidated Financial Statements (ACFS); Facilitate training and development regarding accounting standards and compilation of financial statements; Plan and manage the work of and account for the overall performance of the Subdirectorate and People Management; Financial Management.

Competencies

Knowledge of the following: PFMA – Public Finance Management Act and GRAP – General Recognized Accounting Practice; Modified Cash Standards; National Treasury Regulations; Working experience with the legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Information systems that aid in the management of knowledge and information pertaining to the line function; Working experience of project management; Post graduate qualification in accounting.

Remuneration

All-inclusive salary package of R 896 436 per annum (Salary Level 11)

Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees' service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.

Notes

Shortlisted candidates will be required to attend interviews on a date and time determined by the department and submit documentation for verification purposes and criminal record vetting. All shortlisted candidates, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. The selection process will be guided by the EE targets of the employing department.
