Job summary

A leading engineering firm in Singapore is seeking a Quality Assurance Manager to ensure compliance with QA procedures and manage subcontractors. Job description
Responsibilities
  • Ensures all relevant Quality Assurance Procedures and SOPs are always observed
  • Liaises with the internal department stakeholders as well as sub-contractors both in-house and out of yard
  • Leads and devise improvement initiatives for existing processes, policies and procedures
  • Maintains a list of reliable sub-contractors to complement the organization workforce through:
  • Screening and registration of new sub-contractors
  • Revalidation of existing sub-contractors
  • Posts project evaluation of sub-contractors
  • Ensures adequate information/ requirements are supplied for sub-contractors’ tenders
  • Prepares commercial terms/ bid analysis and negotiate with sub-contractors, if necessary
  • Ensures the coordination of all sub-contracting work for specific projects are in place
  • Assists Project Management on claims assessment for original/ variation workscope, including compilation and reporting of sub-contract cost
  • Reviews the compiled post project evaluation prior to final evaluation by Sub-contract Committee
  • Ensures the map out of sub-contractors workload to be done in advance with Production Department and to be of fair distribution
  • Prepares reports and presentations for management reviews, if required
  • Reviews subcontractors’ applications/renewals for foreign workers’ permits
  • To manage subcontractors according to their sponsorship classifications, in areas of:
  • Assesses the dependency ratio
  • Assesses the adequacies of project values
  • Tracks the progress of recruitment
  • Conducts regular interviews to obtain workers’ feedbacks
  • Conducts periodical interviews remotely or at different locations if permitted, e.g., work sites, dormitories, etc
  • Reviews findings from dormitories’ inspections
  • Processes documents pertaining to work commencement and payment claims i.e. job cards, works orders, etc
  • Issues commendations or warning letters to contractors according to their performance and levels of compliance
  • Handles contractors’ delinking matters
  • Ad hoc duties as assigned by immediate superior
Requirements
  • Possesses a Diploma or Degree in Engineering or equivalent
  • Proficient in Microsoft Office, SAP and iSRP system
  • Possesses good communication and interpersonal skills
  • Basic knowledge of contract law, local regulatory requirement and subcontracting nature of business and systems
  • Possesses updated knowledge and understanding in corporate compliance, labour policies and procedure and employment laws
  • Possesses updated knowledge of market rates of labour and specific services for the organization’s construction activities
  • Possesses basic knowledge of offshore and marine construction capabilities and production facilities
