Reporting to the eSolutions Manager, the Biometrics Consultant will consult with small project teams or contribute to larger teams, analyze factors and components of systems to manage interrelationships and facilitate change. They will detect inefficiencies or conflicts in systems and processes and help identify effective improvements. The consultant will facilitate communications between customers, SMEs, and technical staff and participate in various testing functions to verify that results are correct.
Job Rules & Responsibilities
- Assist in developing processes and procedures in support of customers and help institutionalize these new capabilities through the JIE.
- Communicate and advise customers on the practical use of identity management systems within operational scenarios.
- Develop information papers and briefings on biometric technologies and alternative authentication models to the current enabled infrastructure.
- Develop analysis and recommendations based on the maturity of products, vendor support, and emerging technologies to help shape biometric usage.
- Provide oversight and functional reviews to evaluate existing and new biometric modalities and their applicability in the field.
- Collaborate with customers to gather information, define complex work problems, and design biometrics systems and procedures to resolve problems.
- Maintain currency in understanding relevant technologies and subject areas.
- Identify emerging relevant technologies that may result in improvements to current processes and systems.
- Oversee the analysis of problems in terms of management information and conceptualize proposals that afford maximum probability of profit or effectiveness in relation to cost or risk.
- Frequent interaction with non-technical customer managers, subcontractor project managers, and local government users of the biometrics systems.
- Lead functional analysis projects to document complex process steps, tasks, and their inter-relationships.
- Detect problems in how biometric systems are working and create effective solutions.
- Perform advanced and complex systematic reviews of selected functions to determine application and design of systems or models.
- Recommend improvements or modifications in sequence of operations, equipment utilization, and related matters.
- Develop and update functional or operating manuals outlining established methods of performing work in accordance with organizational policy.
- May serve as a client liaison to coordinate activities with sub-contractors, government personnel, and technical experts.
- Provide functional guidance and team leadership on more complex projects and review the work of others to detect errors or needed modifications.
Job Specifications & Requirements
- Demonstrated knowledge of current biometrics technology and policies.
- Demonstrated experience supporting strategy development.
- Demonstrated understanding of the Joint Information Environment (JIE) and architectures.
- Demonstrated experience providing analysis of technologies, processes, tools, and architecture for cybersecurity programs.
- Minimum 15 years of experience in AFIS, Forensic, LiveScan, developing and implementing Identity Management.
- Master’s Degree in a technical field is preferable.
