The Technical Proposal Engineer will be responsible for preparing and coordinating the technical aspects of proposals and tender submissions for civil and infrastructure construction projects.
The role focuses on developing technical documentation, methodologies, and execution strategies in accordance with client requirements, project specifications, and company standards. The candidate must have solid GCC experience and a strong background in civil engineering.
Key Responsibilities
1. Technical Proposal Preparation
- Review and analyze tender documents, drawings, and specifications for civil and infrastructure works.
- Prepare technical proposals including project execution methodology, construction sequences, and resource plans.
- Coordinate with engineering, planning, procurement, and design teams to gather technical inputs and data.
- Ensure all technical submissions comply with tender requirements, standards, and deadlines.
2. Technical Documentation
- Develop detailed method statements, risk assessments, and project execution strategies.
- Prepare organization charts, manpower histograms, and equipment deployment schedules.
3. Coordination & Communication
- Liaise with clients, consultants, and subcontractors for technical clarifications and information requests.
- Participate in pre-bid and technical meetings as required.
- Coordinate internally with departments to ensure high-quality and complete technical submissions.
4. Quality & Documentation Management
- Maintain a library of technical proposal templates, project references, and method statements.
- Ensure timely preparation and submission of technical proposals with high accuracy and presentation quality.
- Contribute to continuous improvement of proposal processes, templates, and documentation standards.
Qualifications & Requirements
Education
- Bachelor’s Degree in Civil Engineering.
- Master’s Degree in Construction Management or related field is an advantage.
Experience
- Minimum 5–10 years of experience in technical proposal preparation or engineering within a civil construction company.
- GCC experience is mandatory, with thorough knowledge of regional authority requirements, construction practices, and technical standards.
- Proven experience in infrastructure, buildings, or heavy civil projects.
