Position Title: Technical Director (Major Highways – Riyadh, KSA)

Role Summary

International Tier 1 Consultancy is seeking a highly experienced Technical Director to lead the technical delivery and review of major highway projects as part of a confidential roads program in Riyadh, KSA. This critical leadership role requires exceptional expertise in highway design management, consultant interface, and technical governance, within the context of large-scale, multi-disciplinary infrastructure assignments. The Technical Director will manage a team overseeing consultant-provided designs, ensuring technical compliance, integration with construction, and optimal performance across the full project lifecycle.

Key Responsibilities

  • Lead, oversee, and manage all technical and design review activities for major highway projects, ensuring the highest standards of engineering excellence.
  • Review and approve discipline staffing assignments, schedules, and forecasting reports; maintain appropriate resource levels (including temporary staff when needed).
  • Coordinate all engineering and design efforts for required disciplines, ensuring projects are appropriately staffed and executed to the highest standards.
  • Monitor and ensure quality, progress, and timely delivery of all design outputs, resolving any technical or resourcing issues in collaboration with Project Managers.
  • Establish and enhance standards, procedures, and best practices for technical disciplines; contribute to ongoing process improvement initiatives.
  • Guide and direct design consultants on compliance with relevant regulations, design guidelines, and program policies, ensuring all submissions align with project requirements, commercial parameters, and overall budget.
  • Act as a key technical consultant during pre-contract and business development activities, providing expertise in client-facing situations.
  • Liaise with construction management regarding technical interfaces and successful design‑construction integration.
  • Support organizational initiatives around smart and sustainable city solutions.

Required Skills and Qualifications

  • Minimum 20 years’ experience in the technical leadership and delivery of large-scale infrastructure/highways programs.
  • Strong knowledge in planning/design and comprehensive understanding of all phases of major infrastructure projects.
  • Extensive experience managing multidisciplinary design teams and reviewing consultant outputs on major highways or related infrastructure.
  • Exceptional technical ability in design management; understanding of mobility systems considered a plus.
  • Proven ability to deliver projects through all lifecycle phases, from design to execution.
  • Fluent in English; fluency in Arabic is advantageous.
  • Degree educated with a Western Bachelor’s degree (or higher) in Civil Engineering or similar; Chartered Engineer is required.
  • Strong customer-facing/consulting skills with the ability to operate effectively in client environments.
  • Deep understanding of the relationship between smart city solutions, sustainability, and infrastructure delivery.
  • Technical proficiency with MS Excel, AutoCAD, MS Project, and PowerPoint.
  • Excellent analytical, creative problem‑solving, and communication skills; high-level presentation ability.
  • Demonstrated flexibility and ability to perform in ambiguous or rapidly changing contexts.

  • Experience in asset-intensive industries, including Rail, Cities and Buildings, Utilities, Oil & Gas, Highways, Marine/Ports.

Remuneration and Benefits

  • Competitive salary: SAR 70,000 – 80,000 per month (all-inclusive).
