Job description
How will you CONTRIBUTE and GROW?

Provides Health, Safety and Environmental support to ALAR sites including operation and projects personnel. Communicates all HSE rules and regulations to site employees and contractors, provides all required trainings to site personnel, ensure site compliance with company's policies and IMS procedures, enforce safe work practices are being implemented within ALAR sites, ensure safety of personnel and equipment as well as demonstrate leadership by example.

Responsibilities
Implementation of company HSE & IMS policies and procedures:
  • Coordinate with ALAR HSE manager and ensure the implementation of the company HSE/IMS plan.
  • Provide support to facility manager and site team in all related HSE aspects to ensure that all HSE objectives are met.
  • Ensure the implementation of effective HSE policies, and procedures e.g. Safe Work Permit, Lock Out Tag Out, Confined Space Entry, etc.
  • Ensure sites HSE regulatory compliance, as well as comply with customer HSE requirements.
  • Performs regular site audits and inspections in different areas.
  • Conduct regular HSE Walkthrough, ensure all required corrective and preventive actions are implemented.
  • Enforce the implementation of 12 Life Saving Rules within the sites.
  • Utilize Qualipro system and update regularly all required site HSE actions and KPIs.
  • Maintain the site emergency procedures, ensure all emergency facilities are available and functioning.
  • Ensure all required Personal Protective equipment are available and maintained on site as well as all employees and contractors are committed for wearing it.
  • Develop all required HSE plan, procedures, risk assessment, JHA, etc for turnaround in coordination with ALAR HSE Manager.
Training and Awareness for site personnel:
  • Ensure the implementation of site HSE training program for employees and contractors.
  • Provide site safety orientation for all new employees, contractors and visitors.
  • Communicate the HSE campaigns with all site personnel including contractors and subcontractors.
  • Conduct regular emergency site drills, ensure the readiness of site emergency and rescue team.
  • Conduct regular HSE Meeting with employees and contractors.
  • Ensure the site employees are trained on Behavioral Safety Visit (BSV) and the required BSV target achieved.
Accident/Incident investigation and reporting:
  • Ensure reporting of all accidents and incidents within the required time according to the company procedure.
  • Investigate all Accident and incidents following the root cause methodology, develop action plan and communicate all lessons learned with the site team in order to prevent its recurrence.
  • Maintain a tracking list for all incidents, near misses and unsafe observations, ensure all required corrective and preventive actions are implemented within its time frame.
Industrial Risk Management:
  • Support the facility manager in identifying all hazards exist in the site, put together all required mitigation measures.
  • Lead and conduct the Job Hazard Analysis (JHA) when required for all routine and non routine activities, ensure all residual risks are in an acceptable area.
  • Participate, when required, in the Risk Assessment review for operation and for new projects e.g. ARA, PRI, PRA, etc.
  • Participate in the ready for start up review, ensure the readiness of all safety related aspects.
  • Ensure EIS management file is available, identified on site, and all required operation and maintenance procedures are developed.
Provides a role model:

  • Provides candid constructive input to management decisions and actively supports those decisions.
  • Insists on adherence to administrative and operational policies and procedures.
