Job Overview

An exciting opportunity has arisen for a Senior Quantity Surveyor to join a leading organisation delivering high-profile infrastructure and development projects across Saudi Arabia. The role is suited for a highly experienced QS professional with a minimum of 15 years\' experience managing cost and financial aspects of large-scale construction or infrastructure projects.

This senior leadership role involves overseeing the full quantity surveying lifecycle, cost planning, budgeting, contract management, reporting, and strategic guidance. Ensuring projects are delivered on time, within budget, and to the highest quality standards.

Key Responsibilities
  • Leadership in Quantity Surveying: Lead the cost and quantity surveying function for major development or infrastructure projects.
  • Implement cost management strategies from pre-construction to project completion.
  • Mentor and develop a team of quantity surveyors, promoting best practices.
  • Collaborate with senior stakeholders on financial forecasting and budget control.
Cost Management & Control
  • Prepare detailed cost estimates, financial plans, and budgets.
  • Monitor cost performance and address variances proactively.
  • Manage change control and variation processes in line with contract terms.
  • Establish robust systems for cost tracking and financial reporting.
Contract & Commercial Management
  • Oversee contract preparation, negotiation, and administration.
  • Handle subcontractor performance and cost claims.
  • Provide strategic advice on risk, contract disputes, and compliance.
Reporting & Documentation
  • Produce accurate and timely cost reports and financial forecasts.
  • Maintain thorough documentation of estimates, variations, and payment schedules.
  • Ensure audit-ready records and clear version control of all cost documents.
Value Engineering & Optimization
  • Apply value engineering principles to enhance cost efficiency.
  • Identify and implement opportunities for cost savings throughout the project lifecycle.
  • Work collaboratively with engineers, project managers, and other departments.
Stakeholder Engagement
  • Serve as the primary contact on cost-related matters for clients, consultants, and contractors.
  • Offer commercial and procurement advice throughout the project lifecycle.
  • Present financial updates and risk assessments in regular project meetings.
Compliance & Standards
  • Ensure full compliance with local regulations, codes of practice, and international QS standards.
  • Keep abreast of industry changes and regulatory updates affecting cost management.
Qualifications & Requirements

Education:

  • Bachelor\'s degree in Quantity Surveying, Civil Engineering, or related field.
  • Professional accreditation such as MRICS (or equivalent) is highly desirable.

Experience:

  • 15+ years of experience in quantity surveying within construction or infrastructure sectors.
  • Proven expertise managing large-scale, complex projects in the Middle East.
  • Experience working in fast-paced, multi-stakeholder environments.

Skills:

  • Strong leadership and team-building capabilities.
  • Deep understanding of cost estimation, value engineering, and contract law.
  • Proficiency in industry-standard software (e.g., CostX, Procore, Excel)
  • Excellent communication skills in both Arabic and English.
  • Knowledge of local Saudi regulations and procurement procedures.
Preferred Candidate Profile
  • Sector Experience: Prior experience working on major government, infrastructure, or urban development projects in Saudi Arabia is a strong asset.
