Job summary
A leading tech company is seeking an experienced IT PMO Director to define and lead the PMO strategy, manage the enterprise IT project portfolio, and ensure effective project delivery methodologies. The ideal candidate has over 15 years of experience in IT project delivery and strong leadership skills to interface with executive leadership. This position is located in Riyadh, Saudi Arabia.
Qualifications
- Minimum of 15 years in IT project delivery, with at least 8 years in PMO roles.
- Proven success in managing large-scale digital or enterprise systems programs.
- Experience interfacing with executive leadership and enterprise PMOs.

Key Responsibilities
- Define and lead the IT PMO strategy, operating model, and governance framework for effective project oversight and value
delivery.
- Manage the enterprise IT project portfolio, ensuring alignment with strategic objectives, budgets, timelines, and capacity plans
- Oversee program and project lifecycle management, including intake, prioritization, planning, execution, monitoring, and closure
- Ensure governance gates are established and enforced (e.g., business case validation, architecture review, UAT, go-live
readiness).
- Lead project risk, issue, dependency, and change management across programs
- Provide strategic oversight of vendor delivery and contract compliance for outsourced or hybrid delivery models
- Drive adoption of standardized project delivery methodologies (e.g., Agile, Waterfall, SAFe) and ensure integration with ITQMS,
EA, and ITSM processes.
- Ensure accurate, timely reporting of KPIs, project health dashboards, and executive scorecards
- Lead periodic executive steering committees, project reviews, and investment governance forums
- Coach and mentor program managers, project managers, and PMO staff to improve delivery maturity and consistency
Requirements
QUALIFICATIONS
- Bachelor's or Master's degree in IT, Business, Engineering, or a related field
- Strong background in IT delivery, transformation, and project governance
Experience
- Minimum of 15 years in IT project delivery, with at least 8 years in PMO or program leadership roles
- Proven success in managing large-scale digital, infrastructure, or enterprise systems programs
- Experience interfacing with executive leadership, CIOs, and enterprise PMOs
Technical Skills
- Proficiency in project/portfolio management tools (e.g., MS Project, Clarity, ServiceNow PPM, Jira Align)
- Familiarity with ITSM, ITQMS, and EA governance models
- Strong understanding of delivery methodologies (Agile, SAFe, PRINCE2, PMP/PMI)
- Financial planning and budget management for large-scale portfolios
Leadership Skills
- Executive presence and ability to influence across C-level, business, and delivery functions
- Skilled in building governance culture, delivery discipline, and cross-functional alignment
- Able to resolve conflicts, balance priorities, and drive decisions in high-stakes environments
Preferred Certifications
- PMP (Project Management Professional) or PgMP
- SAFe Program Consultant (SPC) or Agile Leadership certification
- MoP (Management of Portfolios) or PfMP
- ITIL v4 Foundation or COBIT for IT governance alignment
