The General Organization for the Conservation of Coral Reefs and Turtles in the Red Sea, known as SHAMS, is a Saudi government conservation organization, established in 1443 AH.
Our mandate is to protect, manage, and sustain the vibrant coral reefs and diverse marine turtle populations along the Red Sea. By leveraging both local wisdom and global expertise, we employ innovative strategies to monitor, rehabilitate, and restore these valuable ecosystems.
The Role Purpose
The General Director of Health, Safety, and Environment (HSE) will oversee all aspects of HSE across the organization, including marine and land-based operations. This role is responsible for developing and implementing all HSE-related matters, such as strategy and infrastructure, compliance with local and international standards, training and building a strong culture of safety, sustainability, and operational efficiency. The General Director will also provide continuous advice and support to staff to ensure all health and safety obligations are met.
Key Responsibilities
- Develop and implement a comprehensive HSE strategy and infrastructure, aligned with national legal obligations, international best practices, and ISO standards.
- Create comprehensive health, safety, and environmental policies that address both fieldwork activities, especially diving, and office safety protocols.
- Ensure full compliance with health, safety, and environmental requirements, including legislation, applicable environmental regulations, and international standards.
- Establish health, safety, and environmental KPIs and evaluation metrics and ensure compliance.
- Spearhead and promote a positive HSE culture across all organizational operations through structured education, awareness, and training programs.
- Work closely with internal stakeholders to establish effective policies, procedures, emergency response, and safe marine/diving operations.
- Establish KPIs, performance goals, strategies, and metrics to drive HSE effectiveness and continuous improvement.
- Develop a robust, resilient, and redundant system capable of managing daily operations and emergency situations efficiently.
- Recommend corrective actions, communicate lessons learned, and monitor follow-up actions to prevent recurrence.
- Provide expert advice, consulting, and support to leadership and staff on HSE issues, risk assessments, loss control, and compliance.
- Review and approve submitted fieldwork plans that include risk assessments and ensure effective hazard identification, risk management, and environmental impact mitigation processes are in place.
- Develop and conduct training programs for employees on emergency scenarios, first aid response and safe diving practices.
- Oversee accreditation and mentoring programs across all organizational levels, and ensure all staff are trained in the latest safety procedures and compliant with local and international safety regulations.
- Develop and oversee emergency response procedures for incidents, including diving accidents, and the provision of first aid and emergency medical services.
- Conduct emergency drills for diverse incident scenarios.
- Develop and manage a robust document control system in compliance with governance frameworks, internal requirements, and external regulations.
- Enhance staff safety by implementing advanced techniques and equipment across land and sea operations.
- Oversee the maintenance and safety checks of all safety equipment, including diving equipment and office facilities, to ensure they meet safety standards.
- Ensure all the organization’s operations comply with environmental laws and regulations to minimise the impact on marine ecosystems.
- Maintain accurate records of all safety-related activities and incidents, and prepare reports for regulatory bodies and internal use, including establishing an online inventory of all Safety equipment, including a maintenance protocol.
- Promote and act as a role model in applying organizational HSE policies, ensuring a safe and healthy environment for employees, contractors, visitors, and collaborators.
- Build and maintain positive working relationships with management staff, contractors, service providers, and external stakeholders.
- Stay updated with legislation, regulations, and industry requirements to ensure proactive compliance.
- Monitor marine and land-based site activities, taking immediate and effective actions when safety measures are not followed.
- Serve as the Diving Safety Officer in the absence of the primary officer, ensuring continuous leadership and adherence to safety protocols during diving operations.
- Perform any other HSE-related tasks as assigned by the line manager.

Requirements
- A bachelor’s degree in occupational health and safety, Environmental Sciences, or a related field, with a master’s degree preferred.
- 10 years of experience in health and safety management, with a preference for experience in marine or diving-related fields
- Professional certifications in diving safety (PADI Diving Instructor level)
- HSE occupational certification (e.g. NEBOSH, OSHA, or similar).
Experience
- Minimum of 8–10 years of relevant experience in a similar senior HSE role, with a preference for experience in marine and diving-related fields.
- Proven track record in marine health and safety.
- Demonstrated success in reducing HSE incidents through education, awareness, and collaboration with teams.
- Solid experience in marine operations and field-based marine work.
