JOB PURPOSE:
The Engineering and Operations Manager is responsible for leading, planning, and directing engineering design, installation, commissioning, and operational activities. This role ensures project designs, tender documents, and execution plans meet technical specifications, quality standards, and client requirements, while optimizing resources and driving operational excellence.

MAIN DUTIES AND RESPONSIBILITIES:
STRATEGIC DUTIES:
- Develop and manage the departmental budget in coordination with Finance
- Contribute to company-wide strategy, policies, and objectives
- Define departmental strategies and ensure alignment with organizational goals
- Establish KPIs, monitor performance, and ensure achievement of objectives
TECHNICAL DUTIES
- Oversee the preparation of engineering designs, blueprints, layouts, and technical drawings in compliance with QA standards and client specifications
- Providing layouts, general arrangements, and detailed technical drawings in accordance with quality assurance standards and clients projects specifications (DORs)
- Coordinating with the concerned sections to plan, conduct and control project design works and tender documents preparation
ENGINEERING AND OPERATIONS MANAGER
- Assisting in qualifying tenders and tenders' evaluations
- Reviewing the developed Quantity Take-Offs (QTO) of materials and labor needed to complete projects by reviewing projects drawings and specifications, activities and milestones
- Reviewing the developed and determined Bill of Quantities (BOQ) for projects
- Supporting and coordinating with the concerned sections/entities for necessary drawings from concept to handover
- Reviewing customer's requirements in terms of specifications, drawings, etc., and preparing the quotations based on detailed estimates. Quotations are forwarded to business development for input, final review, and submission
- Coordinating with Business Development, PMO, Quality Management and Procurement & Supply Chain for clarifications and additional information required during estimation
- Coordinating with Procurement & Supply Chain for the updated prices of material, special buyout items and other subcontracted items
- Coordinating for the utilization and provision of competent and capable resources to execute the projects in accordance with the various parts and specializations needed
- Support & Evaluate projects technical execution and delivery in accordance with set quality standards and methodologies
- Train and develop readily available technical resources (in-house/part-time/outsourced) to satisfy projects technical delivery across all projects and support activities
- Evaluate and support in setting technical manpower plans
- Supply the needed technical resources to PMO for projects delivery
GENERAL ADMINISTRATIVE DUTIES
- Conducting periodic meetings with subordinates for reviewing progress and work plans, discussing their suggestions, and taking suitable actions accordingly
- Preparing periodic reports with respect to the activities and achievements to be submitted to the direct supervisor for review
- Identifying training needs of subordinates and evaluating the outcomes of the training courses in coordination with the concerned HR & Admin staff
- Conducting performance appraisals for subordinates according to scheduled plans and recommending necessary actions as per the applied practices at the company
- Specifying manpower requirements according to the recruitment and selection system and as per the human resources planning practices at the company
- Following-up employee affairs including vacations, leaves ...etc
- Performing other duties related to the job as assigned by the direct supervisor
COMMUNICATION
INTERNAL:
- Coordination with Finance regarding the preparation and review of the annual budget as well as the coordination and monitoring of expenses
- Coordination with Business Development and Supply Chain regarding new projects / tenders' sales req's
- Coordination with Business Development, PMO, Quality Management and Procurement & Supply Chain regarding clarifications and additional information required during estimation
- Coordination with Procurement & Supply Chain regarding materials, special buyout items and other subcontracted items updated prices
- Coordination with concerned entities regarding necessary drawings/blueprints from concept to handover
- Coordination with PMO regarding drawings/blueprints specifications and technical support
EXTERNAL:
- Communication with contractors/subcontractors/consultants regarding designs, shop drawings and as-built drawings/blueprints and specifications

QUALIFICATIONS/ CERTIFICATES:
- Bachelor's degree in engineering or equivalent.

- 10 years of experience in a related field
