Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.

Job Summary:

This is a seconded position to the Royal Commission (RC). The candidate will be supervised on a day-to-day basis with the daily tasks being assigned by RC. The role will be dependent on RC’s requirement in future. The candidate’s timesheet and annual performance review will be performed by the assigned Bechtel supervisor.

This job supports the development, maintenance and monitoring of the Emergency Management System for the Royal Commission in Jubail and the Royal Commission in Ras Al Khair The focus of the job is Emergency Management. The post holder will be responsible for conducting Emergency Management reviews and developing Emergency Response Plans (ERPs) from those reviews, for Departments and Sectors in the 2 Industrial Cities of Jubail and Ras-Al-Khair. These ERPs need to be maintained, reviewed and tested on an annual program. In addition, the post holder will be expected to gain experience in Business Continuity and Risk Management, supporting their activities where appropriate, which will expand their overall wider Crisis and Disaster Management experience.

Major Responsibilities:
  • Provide Emergency Management recommendations and advice to develop Emergency Response Plans to address risks to the Royal Commission facilities and services and to the wider public and businesses and identify weaknesses and ways to address them.
  • Ensure Royal Commission Emergency Response Plans and policies for Emergency Management are maintained and developed in alignment with best international practice and standards.
  • Work with stakeholders to provide advice on Emergency Response Plan requirements.
  • Assist in developing and writing Department and Sector Emergency Response Plans and support relevant training, exercise and learning opportunities
  • Assist in developing and writing Department and Sector Recovery Plans
  • Carry out field trips to look for any Emergency Management gaps in the Royal Commission's capabilities and establish the appropriate solutions and submit recommendations and observations to the head of the department
  • Maintain records and database of Emergency Management plans including audit, review and recommendations for improvements to ensure all plans remain valid
  • Identify and make recommendations of opportunities to enhance Emergency Management capabilities using best practice
  • Coordinate and communicate with the appropriate authorities as assigned by the head of the department.
  • Provide the appropriate authorities with any required information about the Royal Commission’s Emergency Management capabilities as instructed by the head of the department.
  • Work with and across all sections of the Crisis and Disaster Management Department to ensure Crisis and Disaster Management capabilities are maintained.
  • Assist in the development, design, delivery of training and exercises to test Emergency Management plans and capabilities including all learning lessons processes.
  • Other related tasks as assigned.
Education and Experience Requirements:
  • Bachelor degree from an accredited institution.
  • 1-3 years’ work experience Emergency Management experience is essential.
  • Competent in the use of Microsoft Office applications, including Word, Excel and PowerPoint.
  • Knowledge of Royal Commission structure is desirable.
  • Knowledge of Emergency Management regulatory codes.
Required Knowledge and Skills:
  • Members of an internationally recognized international Emergency Management accredited organization is desirable.
  • Have good written, verbal and interpersonal skills.
  • Ability to balance work requirements from multiple sources.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Awareness and understanding of the requirements of ISO 22361:2022 or equivalent.
  • Ability to manage priorities and take on additional evolving responsibilities.
