Job Purpose

To oversee and manage the Permit to Work (PTW) system at the plant, ensuring that all work activities are conducted safely, in compliance with legal, organizational, and contractual HSSE requirements. The PTW Supervisor plays a critical role in risk mitigation by verifying that appropriate safety measures are in place before work begins, and by coordinating with stakeholders to maintain a safe working environment.

Minimum Qualifications
  • Bachelor’s degree in Safety, Environmental Science, Engineering, or demonstrable equivalent.
  • Certification from a recognized HSSE institution (e.g., NEBOSH, OSHA, IOSH, IEMA).
  • Professional membership or affiliation with an international HSSE body (e.g., IOSH, OSHA, IEMA).
Minimum Experience

Minimum 5 years of HSSE experience in a Power Plant environment, with at least 2 years directly managing or supervising PTW systems.

Key Accountabilities
Permit to Work System Management
  • Administer and control the PTW system, ensuring all permits are issued, validated, and closed in accordance with safety protocols.
  • Verify that all necessary safety precautions (e.g., equipment isolation, gas testing, lock-out/tag-out) are in place before work begins.
  • Maintain accurate records of all permits and associated documentation.
Risk Assessment & Technical Support
  • Support risk assessments for operational tasks and ensure hazards are identified and mitigated.
  • Collaborate with contractors and internal teams to ensure PTW compliance and safe execution of work.
Monitoring & Compliance
  • Conduct daily site inspections to verify PTW compliance and identify unsafe practices.
  • Escalate non-compliance issues and support incident investigations related to PTW breaches.
  • Deliver PTW-related training to employees and contractors.
  • Promote awareness of PTW procedures and HSSE standards through toolbox talks and safety campaigns.
Stakeholder Coordination
  • Liaise with emergency services, contractors, and HSSE consultants to ensure alignment on PTW protocols.
  • Coordinate with operations and maintenance teams to schedule and manage permit-related activities.
Emergency Response
  • Participate in emergency drills and ensure PTW procedures are integrated into emergency planning.
  • Respond to incidents involving PTW violations and contribute to root cause analysis and corrective actions.
  • Recommend improvements to the PTW system based on lessons learned and industry best practices.
  • Contribute to HSSE audits and compliance reviews.
Communication & Working Relationships
  • External: Contractors, Emergency Services, HSSE Consultants, Regulatory Authorities
Other Duties
  • Perform any other tasks assigned by the line manager related to HSSE and operational safety.
