BOSS Built Environment Ltd are currently representing a well renowned international EPC contractor involved in large scale onshore and offshore projects.
Job Purpose
Manage the development and implementation of Area occupational Health, Safety, Security & Environmental management plans and controls, in order to secure a safe work environment in compliance with Legal regulations, standards and Clients’ requirements.
Job Duties
HSSE Management Activities
- Support the Area Management and Bid Management teams during tendering phase by providing prequalification data, preparing bidding requirement documents as per client, and providing technical feedback and recommendations on the matter as requested.
- Review the Health, Safety, Security & Environmental management requirements, review local applicable laws and regulations, and ensure full compliance during construction works.
- Oversee the correct implementation and maintenance of Health, Safety, Security and Environmental management plans, policies, and procedures at project level; ensure set HSSE targets are met and seek to exceed client requirements.
- Plan and conduct regular visits and inspection across all project sites and locations and monitor HSSE activities to ensure alignment with set standards.
- Conduct incidents/accidents investigation for high level incidents or High Potential near misses by thoroughly following HSSE guidelines and reporting methods, document facts, recommend corrective actions and highlight the lessons learned.
- Evaluate compliance levels periodically, develop non-compliance reports, and timely implement corrective and/or preventive actions to improve performance.
- Identify major Area/Project HSSE gaps and problems, recommend solutions, and ensure work is stopped, where needed in line with project stop work policies until remedial and corrective action are implemented, and the situation is evaluated and agreed as safe.
- Follow audit schedules and conduct audits as needed in accordance with requirements to ensure compliance with HSSE standards and management system.
- Ensure correct document control in accordance with current standards and regulations.
- Manage the overall HSSE team and coordinate with the HRD the implementation of the yearly HSSE training plan.
- Review and monitor reports and documentation produced by the site HSSE Managers, ensure that all required corrective actions are closed out in a timely manner, raise closeout, and submit relevant reports and documents to concerned management.
- Ensure compliance with timely reporting as required by HSSE regulations and client requirements.
- Manage the development of various HSSE documents and procedures in coordination including but not limited to: Hazard Identification Plans, Emergency Response Plans, Work Instructions, and other documents that may be required to ensure a safe and healthy work environment.
- Identify, rectify and follow-up on non-compliances and detected irregularities and recommend changes to procedures where needed.
- Coordinate external audit missions and offer all the necessary support for assigned projects.
- Provide HSSE technical advice, coaching, guidance and support to the Project Managers and project teams on safety initiatives and necessary improvements as needed.
- Recommend continuous improvement initiatives to increase the effectiveness of the HSSE management system in coordination with the Area QA & HSSE Managers.
Team Management
- Perform various responsibilities related to team management including hiring, setting goals, managing absence, reviewing performance, coaching, deciding on merit increases and promotional opportunities, taking disciplinary actions and resolving grievances and conflicts.
General
- Carry out other similar duties that can be defined within the broad functional job and functional responsibilities outlined above and as instructed by the immediate manager.
Qualifications
- Bachelor’s Degree in Engineering, or equivalent.
- 15 years’ experience of which 8 on project site as HSSE Manager mainly with EPC contractor operating in the Gulf in Oil & Gas, mechanical, infrastructures and buildings projects.
- Required certifications: NEBOSH Level 6.
- Lead Auditor ISO 45001:2018 and ISO 14001:2015 certificates
- Other Relevant HSE certifications: OSHA, NFPA, Firefighting, etc., are a plus.
- Excellent knowledge of the construction industry.
- Excellent command of English. Arabic and French are a plus.
- Excellent computer skills.
