EthosEnergy is currently seeking a Operations Support Manager for our facility in Altamira, Tamaulipas, Mexico. Altamira III and IV is a 1054 MW(Gross) GE 7FA Combined Cycle Power Plant, located in Altamira, Tamaulipas, MX. The Site comprises one block of 2x2x1 configuration and was commissioned in 2003.

This position will be responsible for providing management support to ensure that the facility is operated in a safe, reliable, and economic manner consistent with site O&M agreement, PIE and PPAs contracts with CFE, permits, and rules, regulations, and written instructions from the facility owner. This position reports directly to the EthosEnergy Regional Operations Director and provides for the main interface to the Owner's representative of the facility. Applicants must have Mexican Residency, and the position is under a Local Benefits Package.

Job Responsibilities
  • Collaborate with Facility Managers to ensure facilities are operated in a safe manner and that a safe work environment is provided and maintained to mitigate the risk of accidents and injuries.
  • Oversee environmental reporting and testing activities and ensure that required environmental programs are properly implemented and that the facility maintains full compliance with all permits.
  • Comply with all Company policies, procedures, and commercial commitments.
  • In coordination with and support of the Project Agreements and generation plan, collaborate with O&M teams to arrange for scheduled inspections and overhauls on major equipment.
  • Collaborate in the development and tracking outages schedules.
  • Participate with Owner in preparation of Annual Budgets (OPEX and CAPEX) and Maintenance Plan and contribute to operations management to comply with Budget and Maintenance Plans. Assist in the generation of budget variance reports, as required.
  • Support implementation of programs and activities that provide a work environment that promotes effective goal accomplishment, productivity, and morale.
  • Collaborate in the Optimization of the plant performance through appropriate utilization of manpower, equipment, supplies and external support.
  • Support recruitment, supervision and management of the facility staff to meet the goals and objectives of the facility and Company. Provide coaching, training, and development support for the team to ensure appropriate skill sets are maintained - to include the implementation and scheduling of training programs that cover operations, maintenance, safety, and regulatory areas.
  • Support and participate in purchasing, inventory, cost control and cost management processes.
  • Prepare monthly reports detailing significant plant activities and updates on the facility operating plan.
  • Communicate effectively with the site staff, management, labor, facility owner.
  • Provide a weekly update to EthosEnergy covering significant issues and events at the project.
  • Actively engage the Owner in understanding their needs and expectations and demonstrate effective management skills in meeting or exceeding these needs and expectations.
  • Collaborate with the EthosEnergy Operations Director for the enforcement of and compliance with the EthosEnergy O&M Agreement (OMA).
  • Prepare and submit to the facility Owner, in a timely manner, all reports and information required under the terms of the OMA.
  • Provide recommendations to the Owner on plant upgrades and enhancements that would improve the reliability, performance, safety, or environmental readiness of the plant. The recommendations should include a cost-benefit analysis.
  • Support the planning and implementation of maintenance and outage activities. Provide outage reports to the Owner summarizing significant events of the outage.
Required Skills / Knowledge
  • Demonstrated track record of successful goal achievement.
  • A thorough demonstrated understanding of power plant operations, including a working knowledge of the operations & maintenance functions.
  • A working knowledge of chemistry as it relates to plant operations as well as environmental and water treatment programs and statutory regulations.
  • Understand budgets, bid proposals, contracts and LTSA, basic accounting principles, plant economics and power pool operations.
  • Demonstrated experience managing contracts with CFE and SUTERM.
  • Knowledge of Mexican electrical markets.
  • Demonstrate the ability to make competent decisions in emergency situations.
  • Demonstrate the ability to read and interpret mechanical and electrical P&ID's, logic diagrams, and technical manuals.
  • Ability to solve practical problems, clearly communicate tasks and needs, and training of other personnel.
  • Knowledge of Quality Programs and tools.
  • Analyses and interprets data to make sound professional judgments and recommendations.
  • Ability to manage, mentor and motivate a team.
  • Demonstrate good verbal and written communication skills.
  • Competent computer skills with experience in using MS Applications such as Word, Excel, PowerPoint, and Project.
  • Experience operating and maintaining large frame gas turbines.
  • Bilingual - fluent in Spanish and English.
Experience
  • Experience in Operations of a Combined Cycle Power Station.
  • A substantial number of years’ relevant experience, with a significant proportion of this in a management position.
Education Requirements
  • A four-year degree or commensurate experience is required, MBA a plus.
Physical Requirements
  • Ability to walk, reach, climb, stoop and lift (up to 50 pounds).
  • Ability to work at heights and enter confined spaces.
  • Mexican Resident or Ex-Pat with residency.
  • The position may require occasional travel.
