A multinational shared services provider in Querétaro is seeking an HR Business Services Site Manager to act as the primary HR contact for approximately 600 employees. Responsibilities include leading the People and Culture agenda, collaborating with global HR partners, and ensuring compliance with local labor legislation. HR Business Services Site Manager, GBS

Based in Queretaro, State of Mexico, you will be the primary HR contact for the Global Business Services organization, supporting approximately 600 employees in a multinational shared services environment. You will translate global and regional priorities into local execution to ensure service excellence, operational continuity, standardized HR practices, and a positive, compliant employee experience across the GBS site.

Key Responsibilities
  • Lead the People and Culture agenda for IT, Finance, GBS, HR, and Product Stewardship, aligned with our priorities and the shared services model.
  • Be the primary HR partner, collaborating with COEs, Payroll, PPSC, Global HR Services, and HRBPs to implement global strategies locally.
  • Provide on-site advisory support to team members on change management, organizational design, employee relations, and workforce effectiveness.
  • Coordinate end-to-end talent processes (attraction, onboarding, performance, development, engagement, retention, and internal mobility) to deliver a high-quality employee experience.
  • Analyze people metrics (e.g., attrition, absenteeism, time to fill, performance, ER/LR) to create relevant insights and support data-driven decision-making.
  • Deliver strategic and preventive guidance on workforce planning, market practices, and organizational optimization, identifying and mitigating labor and operational risks.
  • Guide communication between global functional HRBPs and local functional leaders to ensure understanding, governance and communication.
  • Design and implement local talent development and retention programs aligned with frameworks and site-specific needs.
  • Promote employee engagement, diversity, and inclusion projects, encouraging a respectful, collaborative, and stable work environment.
  • Ensure compliance with local labor legislation, internal regulations, and global HR policies, while managing interactions with external consultants, vendors, and labor law firms.
Qualifications
  • Bachelor's or Engineering degree required.
  • 5+ years of HR experience, including 3+ years in coordination or leadership roles.
  • Experience in GBS, multinational, and matrixed environments.
  • Background in HR operations and service delivery (talent acquisition, compensation, payroll, ER, and performance).
  • Advanced English proficiency.
  • Working knowledge of Mexican Federal Labor Law (LFT) in corporate settings.
  • People leadership, process improvement, risk management in a GBS environment.
