Responsibilities
  • Timely and thorough analysis is made to identify emergency-prone situations and contribute to early warning, emergency preparedness, anticipatory action planning, and response in assigned provinces.
  • Formulation of emergency plans of action, contingency plans, and monitoring compliance with plans of action.
  • Training of staff and partners, including implementing partners or partners within the humanitarian coordination architecture, in emergencies preparedness and response to enhance the emergency preparedness and response capability.
  • Ensure effective coordination, implementation, and monitoring of integrated emergency child protection and education interventions for returnee and disaster-affected children, through evidence-based planning, inter-sectoral collaboration, and community engagement, thereby strengthening local response capacity and safeguarding children\'s rights and well-being in humanitarian settings.
  • Developed provincial access severity mapping and assessment, and resource allocation prioritization.
  • Data collection and rapid assessments on returnee children and communities affected by any disaster to inform evidence-based planning and targeted response.
  • Attend the provincial-level coordination forums (e.g., OCT, PDC, PDMCs, EiE, WASH, Nutrition and CP sub-clusters) and share report with UNICEF.
  • Coordinate and facilitate UNICEF Humanitarian and BHN response in target districts for Drought Anticipatory Action Planning, Integration and returnee host communities for WASH, Health, Nutrition, Polio Education, CP, SBC, (Livelihood / Cash), Emergency
  • Conduct at least two joint multisector field visits to verify and validate data received from partners and extenders.
  • Provide real-time situation updates from the province on situation affecting women and children, coordinate and consolidate the weekly provincial situation update for the assigned province / s.
  • Coordinate inter-sectoral rapid assessment and humanitarian response at the onset of any emergency occurring in the province.
  • Convening and partnership building for Area Based Coordination, anticipatory planning, innovation, resilience building and sustainability across the Cluster / Sector Coordination.
  • Based on needs assessments, organize and implement capacity building initiatives to enhance the competencies of UNICEF partner staff, humanitarian partners, community cadres to harmonize best practices and cascade to communities.
  • Sustain effective close working partnerships with relevant stakeholders in the Anticipatory Action Planning and Humanitarian, Basic Human Needs programming skills community of practice, including in other sectors / domains, through active networking and effective communication to build capacity, exchange knowledge / expertise.
  • Provide leadership for CPAoR and support to coordinate CPAoR and coordinate CP Extenders to participate in the provincial OCTs and other CP sector coordination platforms.
Qualifications
  • University Degree in development studies, humanities, social science, or related field will be prioritized.
  • Previous experience in emergencies, Child Protection in Emergencies (CPiE), development and coordination or related field.
  • Strong interpersonal and communication skills.
  • Strong skill for coordination
  • Ability to work effectively with diverse groups and individuals.
  • Fluency in local languages is mandatory.
  • Knowledge of UNICEF process and procedures and clusters
