Job title: Learning and Development Consultant

Pro rata salary: £34,951 up to £46,121 dependent upon experience

Contract Type: Permanent, Part-time (0.9FTE / 31.5h)

Security Level: BPSS

The Role

This role will shape the future talent pipeline and enhance organisational effectiveness by leading high-impact learning initiatives aligned with our People Strategy pillars: Capacity, Capability, and Culture.

Design and deliver strategic L&D solutions that close skills gaps, optimise ROI, and drive measurable impact, ensuring alignment with future capabilities data insights. Lead the full lifecycle of the Graduate Development Programme ensuring its effectiveness in talent development and organisational growth.

This role demands a versatile, results-driven professional who excels in stakeholder engagement, programme management, and continuous improvement, balancing multiple priorities to deliver high-quality learning solutions on time.

Key Responsibilities

  • Graduate Development Programme Management: Oversee the full lifecycle of the graduate development programme, from recruitment support and onboarding to rotation management, performance tracking, mentorship coordination, and final placement. Ensure the programme aligns with organisational goals and provides a rich development experience for graduates.
  • Organisational Development Programme Design & Delivery: Design, develop, and facilitate engaging and effective organisational and leadership development programmes and learning interventions targeting various employee levels. Deliver our People Management Programme and support with the embedding of our Core Competencies and delivery of our Leadership Competency Framework.
  • Learning Needs Analysis & Skills Gap Closure: Collaborate with the Head of Organisational Capability and stakeholders across the business to identify learning needs and skills gaps, particularly those highlighted by the Future Capabilities work stream. Develop targeted solutions (e.g., workshops, e-learning, skills projects) to address these gaps. Create a Management Learning Community offering regular bite-size sessions to aid continuous professional development.
  • ROI Measurement & Evaluation: Implement robust methods to measure the effectiveness and return on investment (ROI) of all L&D initiatives, including the graduate programme and Organisational development interventions. Analyse data and provide regular reports on impact and areas for improvement.
  • Curriculum Development & Maintenance: Create and maintain high-quality learning materials, resources, and toolkits. Ensure content is up-to-date, relevant, and utilises a blend of learning methodologies.
  • Stakeholder Management: Build strong relationships with internal stakeholders, including Strategic People Partners, Line Managers, and Senior Leaders, to ensure L&D initiatives are aligned with business needs and effectively implemented.
  • Vendor Management: Liaise with external training providers and consultants as needed, managing relationships and ensuring quality delivery within agreed budgets.
  • L&D Best Practice: Stay abreast of current trends, best practices, and technologies in learning and development and organisational development, incorporating innovative approaches into programme design and delivery.

Qualifications & Experience

  • Formal qualification in Learning & Development e.g., CIPD Level 5, ILM Level 7 Certification or equivalent (Essential).
  • Train the Trainer certification (Essential).
  • MBTI Business Practitioner (Essential).
  • Demonstrable experience in designing, facilitating and evaluating organisational learning interventions and leadership development programmes to engage diverse audiences.
  • Proven experience in managing a graduate development programme end-to-end, including design, implementation, and evaluation phases.
  • Experience in conducting learning needs analysis and translating findings into effective learning solutions and measuring the impact and ROI
  • Experience working within a complex organisational structure is essential.

Skills & Attributes

  • Strong project management and organisational skills, capable of managing multiple priorities simultaneously and responding to changing needs
  • Proven ability to deliver high-quality work within agreed timelines.
  • Excellent communication (written and verbal) and interpersonal skills.
  • Strong stakeholder management and influencing skills.
  • Proficient in using e-learning systems (Skillsoft) and other relevant L&D technologies such as Articulate Storyline or Canva (or equivalent) to design training content.
  • A proactive and collaborative team player with a passion for continuous learning and development.

Working Arrangements & Benefits

This role operates on a hybrid model, requiring a minimum of two days per week in our Crawley office. Additionally, attendance at a monthly in-person team meeting is mandatory. Flexibility for further office presence will be required based on the scheduling and delivery needs of training programmes and workshops both at Aviation House in Crawley, and our office in Westferry, London.

This role is 31.5hrs per week based across 5 days.

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property

The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations.

We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.

We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
