Roles and Responsibilities
- Where necessary or required the Sourcing officer shall conduct requirement gathering exercises, formalise tender packs and timelines
- The Sourcing officers are accountable for working with legal resources both internal and external
- Effective planning and utilisation of resources, against pipeline activity and business needs.
- Tender pack preparation, including invitation and instruction to tenderer's (IITT), contract notices, contract award notices
- Delivering “mini-tenders” under existing frameworks, for low value sourcing events adhering to the sourcing rules under each framework
- Document control
- Conduct contract negotiation activity with suppliers
- Undertake post sourcing event reviews, tracking and logging lessons learnt an implemented with the appropriate Category Management, contract management, and Supplier Relationship Management population.
Knowledge/experience needed
- Sourcing/supply chain experience.
- Office 365 suite including MS Excel and PowerPoint
- Experience of e-procurement tools (e.g. Ariba, Coupa, Tradeshift, Jagger, etc.) desirable
- Good knowledge of end-to-end procurement processes and strategic sourcing methodology
- Experience in supplier identification, tendering, evaluating, and selection expertise
- Experience in gathering and challenging requirements from stakeholders
- Knowledge of contracting options, including administration of terms and conditions

Costain have won extensive work across the water sector this year to support the AMP 8 investment cycle. We have been appointed by United Utilities as one of 7 partners to the Enterprise, delivering £5.5bn of projects in the Asset Management Period 8 (AMP8) between 2025 - 2030, and AMP 9 (2030 - 2035). Our scope is to provide project management, design, construction and commissioning services on design and build schemes throughout the North West and Cumbria region covered by United Utilities. Projects vary in value, covering both infrastructure and non-infrastructure assets on water and wastewater sites with wider Enterprise partners
The role of the Procurement and Supply Chain Manager is to lead project subcontract procurement and be an advisor to project stakeholders along with post-contract award Supply Chain Management and contribute to the development and deployment of direct Category Strategies for group business needs. The role operates within the Water sector Procurement and Supply Chain team, working closely with the project leads, Sector Head of P&SC and other members of the wider P&SC management team. You are responsible for ensuring that your sector P&SC strategy is deployed and implemented, balancing and optimising both the operational requirements of our projects and the strategic goals of our Group objectives.

Role responsibilities of the Supply Chain Manager include:
- Lead and oversee the Materials Management, Planning, Commercial, Supplier Management, and Logistics functions to ensure efficient flow of materials from manufacturing to distribution.
- Responsible for achieving inventory optimisation, customer OTIF and supplier OTIF targets, while driving cost savings and working capital reduction.
- Manage a team of five direct reports, overseeing procurement, logistics, planning budgets, and day-to-day operational expenditures.
- Develop and implement supply chain strategies, including inventory management, supplier performance, and process improvements to enhance operational efficiency.
- Ensure compliance with security policies, legal regulations, and safety standards across all logistics and material movements.
- Drive continuous improvement initiatives in planning, logistics, and supplier management to meet production demands and customer satisfaction goals.
Person Specification of the Supply Chain Manager:
- Minimum of 5 years' experience directly related to the duties and responsibilities specified
- Previous experience working within a technical manufacturing environment
- Effective verbal and written communication skills
- Excellent track record of effective management of suppliers and continuous improvement
- Strong organisational ability to develop cohesive plans

A well established and company in Greater Manchester are looking to hire a Supply Chain Manager to help drive the business through their next phase of growth.
Working as part of the senior leadership team, the initial priority will be to identify and implement improvements across Purchasing, Planning and Logistics functions to improve customer delivery targets and internal raw material stocks.
The long term scope of the role will involve managing the supply chain strategy for the business as well as coordination with the wider group of companies. Key duties will include:
- Responsible for all systems used to manage the flow of materials in the distribution and manufacturing stages
- Directly manage a Supply Chain department of 20 staff via 3 direct reports
- Establishing schedules for ordering materials and maintaining an efficient inventory
- Ensuring material planning aligns to order book fulfilment, meeting demand
- Supplier management and development to improve delivery, availability, and costs
Successful applicants will need to have held a supply chain management position within a complex/high volume manufacturing environment (ideally FMCG, Chemicals or Pharmaceutical) and have experience in managing planning, logistics and procurement. Ideally candidates will be degree educated or (equivalent) and be CIPS accredited. A formal Six Sigma or Lean Manufacturing qualification would be an advantage
The position is based on site Monday-Friday with flexible start and finish times. As well as salary, the role comes with a car allowance, annual bonus 26 days total holiday plus bank holidays, private healthcare, and defined pension scheme up to 9%.
