We are looking to recruit a Service Manager to head up our Procurement Team within the Council’s Procurement & Commissioning Service. This is an exciting opportunity following investment in the Service and a move towards a Category Management style of approach.

This is a key role for an experienced procurement professional who will thrive in a fast paced and dynamic environment working for Team Ceredigion as well as leading on and providing expert advice on an exciting pipeline of procurement projects and managing and developing a small team.

On a day-to-day basis you will

• co-ordinate the planning and effective procurement of multiple complex and diverse works, supplies and services contracts, working with the Corporate Manager: Procurement & Commissioning and other Service Managers
• ensure options appraisals, alignment with corporate objectives and robust contract management processes are put in place by Service procuring officers
• represent the Council/Procurement Team at regional and national networks and working groups including presenting at meet the buyer events and chairing the Ceredigion Procurement Forum
• ensure the Council’s Contracts Register is accurate and complete
• oversee publishing of procurement notices in line with legislation
• manage team responses to Freedom of Information requests
• manage and develop the procurement team and advise on development of processes and procedures

We are looking to recruit an individual with

• thorough knowledge, understanding and practical experience of applying organisational Contract Procedure Rules, public procurement regulations, and policy requirements
• excellent interpersonal and communication skills including the ability to develop and maintain relationships with key suppliers and senior managers; and presentation skills to represent the Council at events and meetings
• experience of partnership working with internal and external customers and stakeholders
• practical experience of tendering, setting up framework agreements and calling off contracts from national, regional or local frameworks
• experience of using management information for both performance monitoring and reporting
• track record of delivering good performance and outcome focused services
• a willingness to undertake new challenges and work flexibly and proactively embrace the Team Ceredigion ethos
