Overview

The Office of Government Property (OGP) is the guardian of the government estate. It was established in 2010 to work with central government departments to drive savings across the government estate. It also now works with a range of local authorities to support them in achieving a public sector estate in a locality which is cost-effective, supports better integrated public services, and exploits surplus land and property to boost growth.

The current OPE programme is delivered in partnership between the Office of Government Property, the Local Government Association (LGA), and MHCLG. It supports ambitious cross-public sector property projects that create local economic growth, integrate public services, and drive efficiency savings. We also deliver the BLRF on behalf of MHCLG, for which a £25m capital programme has been confirmed for 25/26. The design of future delivery for the BLRF will be considered in early 25/26 and this may become a separate standalone activity.

Key responsibilities

Stakeholder Engagement

• Proactive and influential engagement with senior leaders in local and central government and arm's length bodies.
• Building relationships with and drawing insight from a broad range of stakeholders including public sector bodies, property professionals, industry and academia to inform effective programme development.

Programme Development and Delivery

• Inputting to the development and delivery of the proposed pilots including co-designing with key partners through a test, learn and grow approach.
• Supporting our current OPE partnerships to transition to form new more strategic partnership groupings that reflect devolution and local government reform.
• Supporting our pilots and other partnerships to develop a strategic approach to managing public estate based upon a shared understanding of priority needs. Developing local asset management plans and a pipeline of opportunities to deliver growth, improved services and efficiencies.
• Contributing to programme-wide communications, including in person and on-line events and case studies as required.
• Input on technical and policy advice to Ministers and senior officials on One Public Estate and related policy areas, enabling Ministers and senior leaders to make robust and well-informed decisions
• Contribute to Parliamentary Questions, FOI requests and other official correspondence as required.
• Contributing to delivery of the Brownfield Land Release Fund as required.

Leadership and Team Working

• Role model inclusive and collaborative behaviours across the OPE team and more widely across OGP and Cabinet Office.
• Be an active and enthusiastic team player, making a positive contribution to a high performing team.
• Support and contribute to corporate initiatives across OGP and Cabinet Office.

This role will be based within the Cabinet Office part of the Property Programmes team in the Office of Government Property and will report to the G6 Senior Partnerships Manager.
