Network Data Manager

Requisition ID: 9339

Location: Sheffield – Olive Grove Depot (S2 3GE), on site.

Type: Permanent

Salary: Competitive, dependent on experience and qualifications.

Overview

The Network Data Manager will oversee all Network Asset Inventories and associated highway software systems critical to effective contract management. The role includes direct line management of the highway’s inspection and data analysis teams.

Responsibilities
  • Comply with all relevant health and safety legislation.
  • Organise and direct inspection team members to ensure programme milestones are achieved.
  • Manage the currency of all highway inventory databases, including updates resulting from works carried out by SSA Core or Non‑Core.
  • Ensure compliance with contractual accrual/de‑accrual processes.
  • Organise and ensure SPV‑procured network surveys (e.g., SCRIM, Deflec.) are completed on time.
  • Ensure maintainability assessments are undertaken on third‑party works and raise challenges as appropriate.
  • Maintain and update the material gazetteer.
  • Maintain good relations with independent auditors and facilitate inspection audits as required.
  • Monitor surfacing programmes and organise post‑surfacing inspections as required.
  • Schedule random sample checks of condition audits to ensure consistent quality.
  • Organise and update asset valuation as required.
  • Ensure the asset management plan is submitted in line with contract requirements.
  • Maintain inspectors’ accreditation.
Qualifications
  • Proven experience managing high‑ways network inventories, particularly within large‑scale highway networks.
  • Highways Engineer or data analyst with strong data processing capabilities.
  • Demonstrable experience working on a complex highway network or managing large, complex data sets.
  • Independent thinker able to assess contract requirements against current practice and propose improvements.
  • Experience in people management of inspection and data analysis teams.
  • Strong communication skills and the ability to motivate a team.
