A public service organization is seeking a dedicated professional to manage their street trading inspection service in Greater London. The role is pivotal in reducing crime and ensuring compliance with legislation. Responsibilities include leading teams, monitoring operations, and engaging with stakeholders to maximize service effectiveness. Manage the markets and street-trading inspection service to reduce crime deter anti-social behaviour and ensure compliance with legislation and market rules.
Lead the development and expansion of markets and street-trading functions to maximise income generation.
Oversee enforcement of relevant legislation (e.g. London Local Authorities Act 1990) and ensure high operational standards.
Identify changes in legislation prepare policies and support the implementation of service improvements.
Enforce environmental regulations market rules and licence conditions handling offenders and traders diplomatically and professionally.
Take appropriate action against environmental crime including seizure of goods or equipment when necessary.
Consider and respond to representations regarding Fixed Penalty Notices.
Initiate legal proceedings when required and attend court hearings to provide evidence.
Contribute to service planning and team work plans; monitor and report on performance.
Prepare reports records returns market-rule updates and documentation as required.
Collect and maintain statistics and ensure licensing databases are up to date.
Manage up to four staff members and / or consultants delivering services and projects.
Lead recruitment staff allocation rota planning and performance evaluations.
Ensure all staff contribute to day-to-day market and street-trading operations.
Respond to enquiries and complaints from traders businesses residents and other stakeholders.
Liaise with internal teams and external organisations to maintain market infrastructure.
Support trader compliance site allocations and administration of applications and waiting lists.
Develop relationships with businesses partners and community groups to support service objectives.
Work with enforcement partners and Police to enhance safety and security.
Ensure invoices are raised accurately and monitor trader accounts.
Support management of budgets income expenditure and value for money.
Maximise external funding opportunities where applicable.
Oversee waste management procedures and ensure effective disposal practices.
Ensure electronic fee collection and financial systems operate efficiently.
Produce regular intelligence reports and KPI updates on markets and street-trading activity.
Support content creation for digital platforms newsletters and social media.
Maintain online event listings and communication channels.
Candidate must have understanding of and commitment to the Councils equal opportunities policies and ability to put into practice in the context of this post Candidate must have experience of using MS Office email and databases alongside experience of using Excel to produce spreadsheets and reports and Powerpoint to produce engaging presentations Candidate must have experience building and maintaining strong relationships internally and externally with demonstrable partnership working Candidate must have the ability to gather information and investigate issues that are of concern to other people. Candidate must have the ability to effectively maintain and monitor records accounts and to carry out other administrative functions including operating computer based systems Candidate must have the ability to interpret laws and market rules and to explain them to other people Candidate must have knowledge and understanding of Part V of the London Local Authorities act 2000 for Street Entertainment Candidate must have knowledge and understanding of the Business and Planning act 2020 for Pavement License Candidate must have knowledge and understanding of the London Local Authorities act 1990
