Highways Programme Manager

Location: Swindon (Hybrid)

Rate: £58.66 per hour (Umbrella)

Contract: 12 months

A Swindon-based local authority is seeking an experienced Highways Programme/Project Manager to lead on the delivery of a portfolio of strategic and complex transport and highways projects, each valued up to £30m.

Responsibilities
  • Deliver major capital, revenue and grant-funded highways projects, ensuring they are on time, on budget and aligned to council priorities.
  • Manage contracts using NEC3/NEC4 frameworks and oversee contractors, consultants, and technical specialists.
  • Act as the main point of contact for stakeholders including statutory bodies, elected members, and the public.
  • Provide clear reports and expert advice, translating technical detail into accessible information for decision-makers.
  • Lead and motivate a small team, while managing budgets and project KPIs.
