Business Development Executive – Construction & Retrofit

North West (Hybrid – Field, Home, Occasional Office)

Salary : Up to £45,000 per annum

Our client is seeking a driven and commercially focused Business Development Executive to lead employer engagement and new business generation across the construction, retrofit, and low carbon sectors. This role offers the opportunity to make a tangible impact in a high-priority sector, supporting workforce development, promoting NVQs and funded training routes, and securing strong employer partnerships across the region.

You will play a key role in opening doors, building relationships on construction sites, and shaping workforce solutions that support employer needs. This includes promoting qualifications, identifying skills priorities, and offering informed advice on CITB funding, workforce development planning, and sector-specific opportunities.

Key Responsibilities
  • Lead business development activity across construction, retrofit, and low carbon sectors, building strong commercial relationships
  • Drive employer engagement through on-site visits, meetings, and proactive outreach
  • Carry out consultative sales, including Organisational Needs Analyses and Training Needs Analyses
  • Promote NVQs, apprenticeships, CITB routes, and funded workforce development opportunities
  • Provide sector-specific labour market insights to support commercial planning
  • Build and manage a healthy new business pipeline using CRM systems
  • Achieve agreed KPIs for new business, employer engagement, and learner volumes
  • Work closely with delivery, quality, and marketing teams to ensure smooth onboarding and aligned campaigns
  • Represent the organisation confidently at industry events, site meetings, and employer presentations
Person Specification
Essential
  • Proven track record in construction sector business development
  • Experience of consultative and strategic B2B selling
  • Strong understanding of CITB, NVQs, workforce development planning
  • Knowledge of retrofit and low carbon sector priorities

  • Experience within funded training or the wider FE and Skills sector
