Qualifications

  • Diplôme en Administration des Affaires ou Ingénierie avec expérience en gestion de projets.
  • Connaissance des processus d'appel d'offres et de gestion des offres.

Your future role

Take on a new challenge and apply your strategic and analytical expertise in a new cutting-edge field. You’ll work alongside dedicated, innovative, and collaborative teammates. You'll manage the Tender Quality Costs Delivery Performance (QCDP) commitment for medium or highly critical bids, ensuring that our clients receive compelling, competitive, and comprehensive proposals. Day-to-day, you’ll work closely with teams across the business (Engineering, Finance, Sales), deliver a winning proposal with a defined scope and accurate QCDP commitments in a timely manner, and much more.

We’ll look to you for:
  1. Pretendering (when relevant):
  2. Co-ordinate internal activities to identify and understand Customer's needs
  3. Promote the Company and its product
  4. Co-ordinate internal activities to influence Customer Specification
  5. Ensure compliance with applicable Alstom rules & instructions (PMT-PRO-001, Code of Ethics & Compliance, EHS, Railway Safety, Quality, Project Management Manual, etc.)
  6. Work in close relationship with Tender Leader and the full tender team including Sub-System bid managers
  7. Manage the budget according to Tender Costs Authorization Process
  8. Manage the tender team
  9. Define the bid operational strategy
  10. Propose the offered solution
  11. Manage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors
  12. Prepare the documentation necessary to submit to Customer
  13. Keep records of all documentation produced for tender preparation (RFP, Q&A, Presentations, letters, contract …) and traceability until contract signature (Tender Logbook)
  14. Participate to the contract negotiations
  15. Verify feasibility of evolutions requested versus the offered and approved reference
  16. Update QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tender
  17. Ensure that all Customer questions have been answered, in line with commercial strategy
  18. Review of the final contract documents before contract signature
  19. Contribute to Return of Experience (REX) through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & Strategy
  20. Support Project Manager in the first project review (CPR0) preparation

  1. Degree in Business Administration, Engineering, or a related field with relevant experience on Project/Bid Management background (costing, planning & risk management)
  2. Knowledge of tender processes and bid management in a complex technical environment.
  3. Familiarity with industry standards and regulations relevant to the rail sector.
  4. Ability to lead cross-functional teams to meet tight deadlines.
  5. Strong negotiation and communication skills, fluent in English, proficient level in French
  6. Proven track record of developing winning proposals with a keen eye for detail and customer oriented
