Position Overview

This position is accountable for annual and multi-year program development / monitoring coordinated urban transportation planning data collection for transportation facilities traffic counting / forecasting and construction cost estimates.

Essential Functions
  • Plans organizes directs and controls the varied activities of the Programming section.
  • Coordinates the Programming sections work with all other sections in the Bureau of Program Development as well as other district staff and related Central Office personnel.
  • Assigns trains motivates and evaluates subordinate personnel.
  • Formulates and monitors current and long-range programs.
  • Supervises the coordination of the urban planning process for urbanized areas.
  • Ensures compliance with departmental safety rules.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.
Preferred Qualifications
  • Ability to direct the work of other engineers and technicians.
  • Extensive knowledge of the principles and practices of civil engineering.
  • Extensive knowledge of modern methods and techniques as applied to the design construction and maintenance of public works.
  • Ability to develop and maintain cooperative relationships with departmental staff external contacts and the public.
  • Excellent oral and / or written communication skills.
Conditions of Employment
  • Requires successful completion of a background screening.
  • Requires a valid drivers license.
  • Requires frequent district-wide travel.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430 / 5-45 apply to this position. The Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
