An international not-for-profit organization is seeking a consultant to develop digital compliance platforms for building energy codes in India. The role involves leading the project to conceptualize and implement user-friendly, multilingual platforms supporting energy compliance. Applicants should have extensive experience in public sector digital transformation, with a proven track record in developing scalable solutions. The Global Buildings Performance Network (GBPN) is a rapidly growing international not-for-profit organisation with a mission to reduce the impacts of climate change through policy reform in the buildings sector. GBPN works to drive measurable emissions reductions, increased health and employment in a sustainable buildings sector.
GBPN has developed the e-Compliance Platform for ENS 2024 in Gujarat and is extending this digital innovation to a national level at the request of the Bureau of Energy Efficiency (BEE), Ministry of Power, Government of India. The project aims to develop two cloud-native, pan-India digital compliance platforms to support the effective implementation of BEE’s two flagship building energy codes: ENS 2024 Residential Building Compliance platform and ECSBC 2024 Commercial Building Compliance platform.
The platforms are envisioned as secure, interoperable digital public infrastructure that improve transparency, reduce administrative burden, and enable real-time data analytics to support data-driven policymaking, capacity building, and long-term market transformation.
GBPN intends to hire a qualified software development firm with prior experience in climate-tech platforms or government-compliant systems to deliver both portals by 31 March 2026, followed by a one-year Annual Maintenance Contract (AMC) – with the possibility of a separate RfP for the AMC.
The selected firm will work with BEE and SDAs across India to lead the creation of a national digital platform for building energy and sustainability code compliance. The platform will support ENS 2024 (residential) and ECSBC 2024 (commercial) across all 36 States and Union Territories, aligning with respective state rules and approvals/rejections.

The appointed consultant will support GBPN, which will lead all project communications with BEE and stakeholders, with coordination across time zones primarily via virtual meetings.

Development of a Unified National Digital Compliance Platform for ENS 2024 and ECSBC – Commercial 2024
Objective: Conceptualise, design, develop, deploy, and maintain a modular, secure, multilingual, AI-enabled, cloud-native platform under GBPN leadership to enable nationwide compliance with ENS 2024 and ECSBC 2024. The platform will standardise processes, including project registration, automated assessments, certification issuance, and analytics to inform policy across all states/UTs.
The platform will comprise two interoperable modules: ENS 2024 Compliance Platform (Residential) and ECSBC 2024 Compliance Platform (Commercial), sharing a unified infrastructure while maintaining code-specific logic, calculators, and reporting templates.
Sub Task 1.1: Project Mobilisation and Requirements Consolidation. The consultant will support formal kickoff meetings, establish a National Steering Committee, gather functional/non-functional requirements, draft an SRS, map use cases, define governance, and prepare stakeholder reports. Timeline: 20-30 days from project start.
Sub Task 1.2: System Architecture and UI/UX Design. Develop SOA enabling modular activation by code/state, state-switching capability, intuitive journeys for multiple roles, multilingual and accessible UI, and wireframes/prototypes.
Subtask 1.3: ENS 2024 Compliance Engine Development. Upgrade and nationalise the Gujarat-ENS platform, dynamic calculators, auto-adaptive forms, document upload/approval flows, geo-tagging, multilingual content, and nationalised modules.
Subtask 1.4: ECSBC Commercial 2024 Compliance Engine Development. Build ECSBC engine with revised code, standardised forms, rule-based logic, user guidance tools, and reporting features.
Subtask 1.5: AI-Based Document Verification and Workflow Automation. AI/ML validation, role-based workflows, alerts, and audit logs.
Subtask 1.6: Testing, Security, and Quality Assurance. Unit/Integration/UAT testing with stakeholders, security penetration testing, load testing, CERT-In/MeitY compliance, and go-live readiness.
Subtask 1.7: Deployment, State-Level Configuration, and Capacity Building. Cloud deployment, state dashboards, training, and user manuals; nationwide deployment and state-specific guidelines.
Overall Deadline: Platforms go live by May 2025; SDA training by July 2025. Review mechanisms include fortnightly updates and quarterly progress reviews.
Submit a detailed technical and financial proposal. You will report to the GBPN Project Manager, supervised by the Country Director.
