About the team :

As a Senior Technical Program Manager (TPM) for the Center of Excellence (CoE) at HashiCorp, you will be a key enabler in scaling and operationalizing our global CoE strategy in alignment with the priorities of the Technical Field Operations (TFO) organization. Reporting directly to the Senior Director of Technical CoE Operations, you will help execute cross-regional initiatives, support the lifecycle of new and existing CoEs, and serve as a central point of coordination across global teams.

This role requires a strong balance of operational excellence, stakeholder management, and global program delivery. You will be expected to influence at multiple levels, lead with a culture-first mindset, and contribute to both the short-term success and long-term scalability of our international technical operations.

What you'll do (responsibilities) :

  1. Support the planning, launch, and ongoing coordination of global CoEs in alignment with TFO strategy and business objectives.
  2. Help manage cross-functional programs and workstreams to ensure smooth execution, transparency, and timely delivery of milestones.
  3. Coordinate and support the full employee lifecycle across CoEs, from pre-hiring and onboarding through career development, performance management, and offboarding, ensuring an excellent employee experience.
  4. Collaborate with HR, Talent Acquisition, Finance, Legal, Sales Operations, and other functions to scale operations and align with company practices.
  5. Support regional analysis and due diligence for new CoE locations, considering talent pools, cost efficiency, and strategic fit.
  6. Oversee hiring strategy, onboarding, development, and long-term retention of technical talent within the CoEs.
  7. Serve as a key contact for day-to-day employee support needs, ensuring timely issue resolution and a people-first approach to operations.
  8. Support Innovation Lab initiatives, helping drive productivity and experimentation through AI and other emerging technologies.
  9. Serve as a key liaison between local CoE teams and global leadership, ensuring information flow and alignment across time zones and cultures.
  10. Monitor compliance with local laws, regulations, and company policies during CoE setup and operations.
  11. Identify and mitigate operational risks early while fostering continuous improvement in CoE processes.
  12. Track key program metrics, report updates to leadership, and adapt plans as needed to meet evolving business requirements.

What you'll need (basic qualifications) :

  1. 8 years of experience in technical program management, global operations, or cross-functional leadership roles in a fast-paced, high-growth environment.
  2. Experience launching or supporting technical Centers of Excellence across EMEA, APJ, or LATAM.
  3. Proven success in driving large-scale, multi-region programs or organizational build-outs.
  4. Strong understanding of technical shared services functions such as Support, SESA, Professional Services, Enablement, and CSEs.
  5. Experience leading initiatives across multiple departments and aligning diverse stakeholders.
  6. Excellent written and verbal communication skills; ability to simplify and present complex topics to global audiences.
  7. Comfort operating in ambiguity with strong problem-solving and decision-making capabilities.
  8. Proven experience working in multicultural, globally distributed teams.
  9. Ability and willingness to travel globally up to 30% as business needs require.

Whats nice to have (preferred qualifications) :

  1. Knowledge of regional employment compliance and labor practices.
  2. Familiarity with diversity, equity, and inclusion (DEI) strategies in technical hiring and operations.
  3. Exposure to innovation frameworks, prototyping, or AI/ML-related initiatives.
  4. Program management certification (PMP, Agile, Scrum) is a plus.
