The Centre for Genomic Regulation is seeking a dynamic Purchasing Manager to lead its procurement team in Barcelona. The ideal candidate will have at least 5 years of experience and a strong background in negotiation and analytical skills. This role is crucial for ensuring value for money and compliance with public procurement regulations while managing a diverse team.
The Cent re for Genomic Regulation (CRG) is an international biomedical research institute of excellence, based in Barcelona, Spain, with more than 400 scientists from 44 countries. The CRG is composed by an interdisciplinary, motivated and creative scientific team which is supported both by a flexible and efficient administration and by high-end and innovative technologies.
We are looking for a dynamic and proactive Purchasing Manager with a keen interest in the research/academic environment to lead the procurement team and reporting to the Head of Finance Department.
The ideal candidate will possess a commercial awareness, excellent negotiation skills, ability to lead, monitor and motivate a team, a head for numbers and analytics with an eye for continuous improvement. Proactivity and problem-solving as well as service orientation are also essential skills for the position.
The purpose of the purchasing manager is to maximise the value for money of the Centre's purchases and to guarantee the delivery time, the quality of goods and services in accordance with public procurement regulations.
Responsibilities:
Supervise the daily operations of the purchasing area. Coordinate the purchasing and warehouse team. Supervise the e-procurement tools, the procurement portal and develop and implement measures to improve operations within the area and communications to end users. Design new procurement strategies to improve efficiency in Purchasing
Overview of user requests and approval of purchase orders to send to suppliers. Supervise compliance with internal and external purchasing regulations
Lead the negotiation with external suppliers to ensure the most advantageous conditions. Collect information and make comparisons between different suppliers. Look for potential suppliers and build good relationships with them.
To carry out and issue performance reports for the Purchasing area. Update Foreign Currency Conversion. Supervise the inventory review in collaboration with the Center's Facilities Department
Tracking , controlling and reporting key functional metrics and implementing measures to correct deviations and improve performance. Answer and manage service calls sent by end users. Responsible for training users with purchasing procedures
Collaborate closely throughout the purchasing process with the Center's Procurement Unit
Keyuser in the implementation process of the New ERP
About the department
The goals of the Procurement Area are to attend users and institute’s needs, to guarantee delivery time, quality and to get value for money while ensuring compliance in public procurement regulations. The successful candidate will coordinate five Procurement Officers, the Warehouse officer, the Equipment Purchasing Officer and technical liaison.

5 years of experience as a Procurement Manager

Experience in public research management
Experience in life-science industry or environment (biology, medicine, pharma or chemistry)
Knowledge of Spanish public procurement regulations
Knowledge of international trade (import/export)
Education and training
Degree in Business Administration and Management, Engineering or similar
Languages
Advanced level of English, Spanish and Catalan, spoken and written
Technical skills
Oracle EBS or other ERP systems
Advanced user of MS Office.
Web portals and electronic contracting
