A leading international rail organization is seeking an enthusiastic HSE Advisor to ensure compliance with health, safety, and environmental legislation. This role involves developing HSE programs, conducting audits, and working closely with project teams. Candidates should hold a Master's in Occupational Safety and Health and have 2 to 5 years of relevant experience. Bilingual skills in Spanish and English are essential. This full-time position is based in Madrid, Spain.

Formación

• 2 to 5 years of business or project experience.

• Knowledge of applicable standards and certifications (e.g., ISO 8000).
• Knowledge of auditing standards (ISO 19011) and techniques.

Job Description

Hitachi Rail is looking for an enthusiastic self‑motivated HSE Advisor who thrives in a fast‑paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Madrid, Spain.

Mission

Ensure that the Occupational Health & Safety and Environmental risks in the workplaces under your responsibilities are identified, monitored and managed to maintain a work environment compliant with HSE local legislation and the Sustainability Criteria. The HSE advisor will work on site for the ILSA Project and other service and maintenance projects.

Accountabilities

• Establish, implement, maintain and continually improve the HSE Management System implemented on the Project in compliance with International Standards (IMS) and Local Procedures.
• Ensure the implementation of the ASTS activities in compliance with HSE Policies, HSE Legislative requirements, HSE Customer Requirements and the HSE Management System of the project and of ASTS (IMS).
• Ensure the implementation of the HSE hazard identification risk assessment and determination of necessary control measures.
• Ensure the implementation of HSE compliance legislative audit in relation to the annual schedule.
• Develop HSE programs for achieving the planned HSE objectives and targets.
• Ensure the availability and manage the local project HSE resources appointed.
• Ensure HSE local communication, participation and consultation.
• Ensure the identification of HSE training needs and the implementation of the necessary HSE training programme in cooperation with the HR Department.
• Ensure that suppliers and subcontractors engaged on the Project are operating in accordance with IMS supplier requirements.
• Ensure the identification of emergency situations and the management procedure for response.
• Ensure monitoring, reporting and communication of the HSE performance and provide recommendations and solutions in case of negative trends.
• Ensure that all HSE accidents and incidents are reported, investigated and analysed to learn from incidents.
• Ensure that nonconformities are identified and corrective/preventive actions are taken to mitigate them and avoid recurrence.
• Cooperate in the implementation of the annual HSE audit schedule and ensure the implementation of the HSE audits.
• Ensure that working areas are inspected on a regular basis in compliance with local legislation and the HSE Management System.
• Participate in the annual management review meetings.

Performance Criteria

• Effective management and coordination of business activities for the HSE aspects.
• HSE risk evaluation and management.
• Delivery of project or site HSE documents on time and with quality.
• Effective auditing process.

Skills & Knowledge

• University Degree: Master’s in Occupational Safety and Health (OSH).
• Experience as part of a preventive services team.
• 2 to 5 years of business or project experience.
• Project management skills.
• Knowledge of organization techniques and process management.
• Knowledge of cost estimating techniques and budgeting.
• Technical knowledge of Health & Safety and Environmental matters.
• Knowledge of applicable standards and certifications (e.g., ISO 8000).
• Knowledge of auditing standards (ISO 19011) and techniques.
• Ability to travel internally and internationally.

Languages

• Spanish.
• English (fluent).
• Italian (nice to have).
