Job Description
Hitachi Rail is looking for an enthusiastic self‑motivated HSE Advisor who thrives in a fast‑paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Madrid, Spain.
Mission
Ensure that the Occupational Health & Safety and Environmental risks in the workplaces under your responsibilities are identified, monitored and managed to maintain a work environment compliant with HSE local legislation and the Sustainability Criteria. The HSE advisor will work on site for the ILSA Project and other service and maintenance projects.
Accountabilities
- Establish, implement, maintain and continually improve the HSE Management System implemented on the Project in compliance with International Standards (IMS) and Local Procedures.
- Ensure the implementation of the ASTS activities in compliance with HSE Policies, HSE Legislative requirements, HSE Customer Requirements and the HSE Management System of the project and of ASTS (IMS).
- Ensure the implementation of the HSE hazard identification risk assessment and determination of necessary control measures.
- Ensure the implementation of HSE compliance legislative audit in relation to the annual schedule.
- Develop HSE programs for achieving the planned HSE objectives and targets.
- Ensure the availability and manage the local project HSE resources appointed.
- Ensure HSE local communication, participation and consultation.
- Ensure the identification of HSE training needs and the implementation of the necessary HSE training programme in cooperation with the HR Department.
- Ensure that suppliers and subcontractors engaged on the Project are operating in accordance with IMS supplier requirements.
- Ensure the identification of emergency situations and the management procedure for response.
- Ensure monitoring, reporting and communication of the HSE performance and provide recommendations and solutions in case of negative trends.
- Ensure that all HSE accidents and incidents are reported, investigated and analysed to learn from incidents.
- Ensure that nonconformities are identified and corrective/preventive actions are taken to mitigate them and avoid recurrence.
- Cooperate in the implementation of the annual HSE audit schedule and ensure the implementation of the HSE audits.
- Ensure that working areas are inspected on a regular basis in compliance with local legislation and the HSE Management System.
- Participate in the annual management review meetings.
Performance Criteria
- Effective management and coordination of business activities for the HSE aspects.
- HSE risk evaluation and management.
- Delivery of project or site HSE documents on time and with quality.
- Effective auditing process.
Skills & Knowledge
- University Degree: Master’s in Occupational Safety and Health (OSH).
- Experience as part of a preventive services team.
- 2 to 5 years of business or project experience.
- Project management skills.
- Knowledge of organization techniques and process management.
- Knowledge of cost estimating techniques and budgeting.
- Technical knowledge of Health & Safety and Environmental matters.
- Knowledge of applicable standards and certifications (e.g., ISO 8000).
- Knowledge of auditing standards (ISO 19011) and techniques.
- Ability to travel internally and internationally.
Languages
- Spanish.
- English (fluent).
- Italian (nice to have).
