Hauptaufgaben / Responsibilities
- Manages all water resources and storm water pollution prevention and compliance programs.
- Maintains the installation's storm-water Pollution Prevention Plan required by HN regulations and the FGS.
- Works closely with Operations & Maintenance Division, contractors and Corps of Engineers personnel to develop a comprehensive storm water compliance strategy to ensure innovative and responsible solutions are implemented to correct noted deficiencies.
- Implements the strategy by reviewing and consulting on construction contracts to ensure compliance with plans and regulations.
- Oversees and provides technical expertise on structural Best Management Practices (BMP's), monitoring, annual revisions to the Storm Water Pollution Prevention Plan, and incorporation of the Plan into the Environmental Quality Officer (EQO) training course.
- Serves as the Contracting Officer's Representative for contracts implementing stormwater management system retrofits and repairs, or other tasks within the area of responsibility.
- Ensures compliance with regulatory requirements for monitoring, reporting, and permitting.
- Coordinates response to Notices of Violations, Letters of Enforcement, EPA compliance findings, and Notices of Deficiency.
- Completes and files permit applications and revisions with appropriate HN and US requirements.
- Establishes installation policy for compliance with permits and regulations.
- Conducts on-site inspections and evaluations of unit/tenant wastewater, spill, and related management programs, and provides professional environmental management guidance and consultation.
- Manages wastewater, petroleum, oil and lubricant (POL) spill contingency planning, clean up and compliance efforts; responsible for the development and maintenance of the Spill Prevention and Response Plan (SPRP).
- Serves as the USAG's on-the-scene coordinator for the Incident Response Team with responsibility for responding to and investigating hazardous/polluting spill incidents; determining environmental impact and recommending necessary corrective actions in accordance with the USAG's SPRP.
- Responsible for preparation of spill response documentation and compliance reports for regulatory agencies as well as upward reporting within DPW and IMCOM.
- Responds to, initiates, or conducts investigation of actions to resolve other potentially serious hazardous conditions and problems surfaced during the operation of the facilities (e.g., drainage or leakage conditions resulting in possible explosions, harmful fumes, etc.).
- Reviews plans, technical specifications, and cost estimates for a variety of projects for environmental impacts prior to execution applying the Final Governing Standards (FGS) and using the Environmental Review Guide (ERG) or local alternative.
- Identifies and recommends mitigation measures and engineering alternatives as needed to reduce environmental impact.
- Works with contractor personnel and other government representatives to ensure that deliverables are consistent with scopes of work, and that designs and specifications are consistent with the FGS and German or European environmental laws, and that projects are satisfactorily completed.
- Prepares, complies and consolidates data and information in support of projects, prepares replies to inquiries and narrative justification for deviation from criteria of outlining real property requirements for proposed projects.
- As required prepares status and progress reports and furnishes information to various personnel for routine updating of recurring reports, input to decision papers and milestone schedules.
- Reviews plans, designs, and specifications for installation restoration projects (Compliance Clean up in EU/RCRA-CERCLA in USA) and construction of corrective action projects. Ensures the design's technical adequacy, cost effectiveness, environmental regulatory compliance, sufficiency for intended purpose, best available technology, etc.
- Prepares scopes of work and/or recommends necessary changes or acceptance to the Chief, EMD. Inspects installation restoration project sites to determine extent of contamination, feasibility of plan of action for removal and the USAG's responsibility and cost toward restoration.
- Performs other duties as assigned.

- E&T Levels I through IV: not creditable for positions in this occupational series. Graduates must be fully recognized by German authorities to practice the engineering profession in Germany.
