POSITION SUMMARY

Under the general supervision of the Manager and as a member of the Corporate Services Department Management Team, is responsible for the overall administration, supervision, planning and direction of the Municipal Enforcement Services section.

DEPARTMENTAL RESPONSIBILITIES
  • Participates as a member of the Corporate Services Department Management Team by providing input into Department organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Departmental policies, strategic initiatives, projects and priorities.
SECTIONAL RESPONSIBILITIES
  • Responsible for supervising the overall direction and day to day operations of the Municipal Enforcement Services Section within the Corporate Services Department.
  • Schedules and directs the assignment of work, personnel, equipment and resources for the Municipal Enforcement Services Section; instructs Section staff in the most efficient and effective methods of performing their duties.
  • Supervises Section staff in the areas of staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, and discipline and termination decisions.
  • Maintains thorough knowledge of legislation, regulations, by-laws and departmental procedures relevant to municipal law enforcement activities.
  • Ensures the provision of proper care and concern for animals sheltered at the Animal Services Centre.
  • Responsible for the enforcement of the Municipal Act, Dog Owners Liability Act and all Municipal by-laws and applicable provincial legislation, as well as the licence and permit requirements that fall within the jurisdiction of the division.
  • Participates with the Division Manager in planning and implementing short and long range goals and objectives, projects, and work priorities.
  • Assesses Municipal Enforcement Services staffing requirements; makes recommendations for amendments to complement the organizational structure, leads recruitment processes, and makes effective hiring decisions.
  • Develops, administers, and maintains Section policies and procedures consistent with Corporate and Departmental objectives.
  • Participates with the Manager in the development of the annual operating budget for the Division; participates in the preparation of the capital budget; participates in budget administration and control.
  • Develops and maintains strategic working relationships with external groups and organizations as it supports efficient animal care, handling and re-homing.
  • Participates on committees and cross-functional teams as appropriate.
  • Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, community groups, and the general public; maintains appropriate media relations on issues relating to the operation of the Municipal Enforcement Services Section.
  • Examines daily time sheets and invoices for proper cost allocation, as well as monitors and provides cost control on accounts and reports variances; approves schedules and annual vacations and overtime of assigned personnel.
  • Investigates and provides reports for claims of injury, damages or complaints, and takes appropriate action.
  • Performs such other related duties as may be assigned.
QUALIFICATIONS

Education/Experience:

  • Diploma in public or business administration, management, law enforcement, or other related discipline, together with 5 years of enforcement/compliance work related experience
  • Three years’ experience in a supervisory capacity in a unionized, regulatory and/or law enforcement field
  • Demonstrated knowledge of the various components of human resource management
  • Knowledge of and ability to interpret applicable municipal by-laws, provincial legislation and related regulations

Skills/Abilities:

  • Ability to communicate effectively and concisely, both orally and in writing
  • Ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
  • Ability to establish and maintain effective working relationships with superiors, members of City Council, private & public officials, subordinates, co-workers, and the general public
  • Ability to identify, understand, and meet/exceed the requirements of internal and external customers
  • Strong project/time management, analytical/critical thinking, problem-solving, and decision-making skills
  • Strong leadership skills, including the ability to direct, motivate, evaluate, and recognize staff; proven ability to share skills and knowledge with others
  • Proven conflict management abilities and mediation skills
  • Independent judgement when dealing with confidential and sensitive issues
  • Ability to think and act strategically in a public sector environment, including the ability to conceptualize and implement departmental change strategies
  • Must be proficient in the use of computers and current related software
  • Competent within the meaning of the Occupational Health & Safety Act
ASSETS
  • Previous supervisory/managerial experience in animal impoundment/care, preferably in a municipal setting
  • Certified Property Standards Officer (OAPSO)
CONDITIONS OF EMPLOYMENT
  • Must possess or be able to obtain and maintain the designation of Municipal Law Enforcement Officer (MLEO) core competency training within one year of hire
  • Must complete Ontario Property Standards Officer training (Levels I - III), within four years of hire
  • Must undergo a successfully Criminal Record and Judicial Matters Check (CRJMC)
  • Must work and attend meetings outside regular working hours
  • May be required to travel to various work locations and provide own transportation
