Job description

Reporting directly to the Chief Administrative Officer, the Manager of Community Services/Planner is a member of the senior management team, responsible for management of the Community Services Branch with a strong customer focus on areas of economic development and marketing, land use planning, and building services.

Primary responsibilities (request Job Description for complete listing):

  • As leader of the Community Services Branch, supervise and mentor the economic development, planning and building staff in a team atmosphere to ensure that all aspects of the “live, work, play” continuum, business attraction and retention and land development facets are all effectively and efficiently advanced
  • Responsible for providing support and supervision to the Marketing and Economic Development Officer, junior planner and building officials on day-to-day operations, as well as major Branch initiatives and capital projects.
  • Oversee the preparation of the Branch work plans, schedules and priorities for all activities and revise as required to respond to new and emerging issues.
  • As Planner, review and process development applications for Official Plan amendments, Zoning By-law amendments, Site Plan Control, Subdivision applications, Minor Variance and Consent to Sever.
  • Be responsible for staff reports recommending approval or rejection of planning and development proposals and preparing by-laws in support of Zoning, Official Plan and other planning matters.
  • Prepare site plan and subdivision agreements and negotiate conditions with land developers or professional consultants as it relates to land development proposals.
  • Give expert planning evidence at the Ontario Municipal Board or other quasi-judicial or judicial courts.
  • Recommend and develop policies, standards and by-laws related to land use and planning programs.
  • Oversee annual operating and capital budgets for the Community Services Branch.
  • Be a resource for Town Staff, and respond to public inquiries and complaints, in relation to departmental matters in compliance with applicable law and policies.
  • Effectively liaise with solicitors, Municipal Departments, county, provincial and federal officials, and other agencies in areas of common concern.
  • Responsible for the Town land inventory and to create recommendations to the CAO for property use, disposal or acquisitions.
  • Provides professional planning advice and support to the CAO and Council on matters relating to the development and use of land resources and planning programs by preparing reports and presentations and attending meetings as required.
  • Review detailed technical studies (planning rationale, marketing, environmental, etc.) in support of various planning applications to ensure the Town’s interests are met.
  • Coordinate and make presentation at Public Meetings in accordance with the Planning Act.
  • Acting as Secretary/Treasurer, coordinate the activities of the Committee of Adjustment.
  • Assist with the preparation and implementation of the Town’s Development Charge policies.

Required qualifications:

  • Minimum Undergraduate Degree in Urban or Regional Planning or related field.
  • Registered Professional Planner (RPP) or progressing to designation with OPPI.
  • Must have a valid “G” Driver’s license.
  • Minimum five (5) years’ experience in urban or regional planning or related field.
  • Demonstrate a working knowledge of the Ontario Planning Act and Provincial Policy Statement.
  • Computer literate and able to use various software applications including word processing, spreadsheets, and database applications.
  • Must have strong work ethic with the ability to work independently or with a team.
  • Must be capable of performing physical effort for walking, kneeling, and bending as required.
  • Ability to interact with the public, contractors, consultants, Council Members and staff in a professional manner and resolve disputes.
  • Demonstrated ability to use reliable judgment and maintain confidentiality.
  • Sound analytical problem solving and reasoning skills in order to identify alternative solutions, conclusion or approaches to problems.
  • Exceptional communication skills (written, verbal, and presentation).
  • Must have strong work ethic and be able to maintain standards of conduct and provide leadership, direction, and motivation to staff in a consistent and fair manner.
  • Excellent customer service and interpersonal skills and possess cultural and political awareness.
  • Strong organizational skills with a demonstrated ability to prioritize, coordinate work schedules, handle multiple projects and competing demands, and meet deadlines.
