Position: Director, Asset, Risk & Quality - Technical Services
The Director provides leadership and strategic direction for risk management, quality assurance, and engineering stewardship of facilities and infrastructure within Fraser Health. This includes human resource management and budget oversight. The role involves collaboration with senior leaders, private sector partners, government agencies, regulatory bodies, and external stakeholders.
- Responsibilities:
- Act as the Authority Having Jurisdiction under the Chief Facilities Management Officer for engineering and technical standards across all facility life cycle stages.
- Lead complex technical processes impacting healthcare facility reliability and business continuity, overseeing professional engineering resources.
- Develop and manage capital and operational budgets, ensuring efficient resource utilization.
- Negotiate with government agencies and regulatory bodies on engineering, compliance, and operational issues.
- Oversee standards, compliance, and safety initiatives, ensuring facilities meet current engineering and technical standards.
- Stay updated with emerging hospital engineering innovations and incorporate evidence-based design concepts.
- Provide strategic technical expertise across all properties, developing and prioritizing infrastructure replacement plans.
- Manage procurement and oversee outsourced service providers to meet organizational requirements.
- Promote the use of facilities management software and develop performance metrics and reports.
- Implement and sustain quality management systems based on recognized standards (e.g., ISO, Accreditation Canada).
- Develop and oversee regional risk management and asset management programs, ensuring integration and compliance.
- Lead the engineering department in standards development, compliance, and continuous improvement initiatives.
Qualifications:
- Master’s degree and professional designation (e.g., P.Eng., Arch.) in a relevant discipline.
- Minimum of ten years' senior management experience in a large, multi-site organization, with responsibilities in facilities engineering, operations & maintenance, or capital projects.
