Waste Characterization Services (WCS) Technical Officers provide waste characterization data to meet the customer's needs to assess hazards associated with potential waste before and during waste generation and decommissioning activities. Does directing waste to appropriate storage and disposal locations, informing workers of the nature, quantity, and hazards such as safe handling practices, and providing information to fill in unknown related legacy waste leading to the safe recovery of waste items and reduction of hazards and liabilities at CNL sites sound like you? What will you be doing!

  • Conducting Waste Characterization Operations and Analysis
  • Preparing, maintaining, and managing field instrumentation and equipment to ensure they are in good working order, meet quality control requirements, and are regularly maintained.
  • Performing field operations of various waste characterization instruments which includes preparing work areas for the operation, setting up the instruments and equipment (including setting up software and programs for the analysis) and performing the counting.
  • Organizing and analyzing collected data. Performs/interprets analysis of the data collected. Prepares supporting data and memos summarizing the information collected. Supports the preparation of technical reports and other client deliverables.
  • Maintaining clear and accurate logs documenting all information associated with Waste Characterization Operations.
  • Making recommendations based on analysis of data collected and communicating results to various stakeholders.
  • Acting as a technical expert/resource in waste characterization techniques.
  • Maintaining qualifications on all relevant instruments within the Waste Characterization portfolio.
  • Continuously seeking new technology and methods to improve waste characterization operations allowing the department to adapt to the ever-changing needs of CNL’s operations.
  • Training and mentoring junior WCS Technical Officers on instrument operation, troubleshooting, and execution of analysis methods and data collection.
  • Performing critical technical reviews of reports prepared by other technologists ensuring data is correct and interpretations are sound and well documented.
  • Participating in focused technical training on instrument operation and configuration to troubleshoot minor instrument issues and/or understand the limitations of instruments.
  • Participating in conferences and attending technical seminars to seek out alternative techniques and instruments for consideration to use within the branch.
  • Maintaining inventory of waste packages and samples and controls chain of custody.
  • Receiving, logging, and tracking the inventory of waste packages within the waste characterization facility.
  • Maintaining accurate records tracking the movement of waste through various stages of waste characterization and verification.
  • Maintaining good housekeeping of the waste characterization facilities.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • Graduation from a recognized institute of advanced technology in a field relevant to the position, or equivalent formal education. OR
    • Secondary School Graduation Diploma or equivalent and normally has more than 3 years pertinent experience or the equivalent in experience, additional education and/or training.
  • Experience
    • Experience with techniques/instruments related to measuring various parameters and/or collecting data.
    • Using radiation detection instruments and techniques such as gamma spectrometers, NaI detectors, gamma cameras, XRF, as well as other analytical instruments including pH meters, mercury analyzers, etc.
    • Collecting various field samples and various sampling techniques.
    • Industrial operations including heavy equipment activities (ie. Operation of forklifts).
    • Nuclear operations, specifically in the areas of Waste Management, Environmental Remediation, Decommissioning, and Transportation of Dangerous Goods, is considered an asset.
    • Gamma spectrometry calibration and gamma camera is considered an asset.
    • Troubleshooting skills with In-Situ Object Counting Software (ISOCS), Genie 2000 Software, and NDA 2000 Software is considered an asset.
  • Knowledge, Skills & Abilities
    • Strong technical writing skills: ability to author, revise, and review operational documents such as instrument operating procedures, Characterization Plans, Analysis Reports, etc. Must be able to present data clearly and concisely, document recommendations and observations, and provide clear and concise justifications.
    • Communication Skills are a must: must be able to communicate to educate stakeholders of various backgrounds to understand the characterization information presented. Stakeholders may include waste generators, customers, supply chain vendors, peers/colleagues, and management.
    • Focus on safety. Technical Officers are expected to work in varying conditions and diverse areas of the CNL sites. A strong safety disposition is a must to ensure diligence in maintaining situational awareness, questioning attitudes, and a “Stop-Think-Act-Review” mindset.
    • Conduct field work under varying conditions. Must be willing and able to maintain a strong field presence, provide guidance to staging of waste for characterization activities, and perform the operations in both indoor and outdoor environments.
    • Use different software applications for manipulation of data, modeling of data including radiation modeling, and an ability to present analytical data in a clear and concise format understandable to waste generators and customers
    • Knowledge of waste characterization principles and techniques is considered an asset.
    • Understanding of basic nuclear principles.
    • Awareness of various regulations and standards including, but not limited to, theNuclear Safety Control Act, SOR-2000-207, O. Reg 347, Transportation of Dangerous Goods, etc.
  • Security Clearance Eligibility Required
    • "Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Working Conditions:

  • Occasional travel to other CNL sites will be required.
  • Work environment will vary from indoor climate-controlled work area to outdoor work which may include work in hot or cold conditions.
