Job description

PHSA is seeking a Cloud / SaaS Business Analyst responsible for shaping and supporting our Modern Work / Microsoft 365 environment and program. The Business Analyst will support the newly formed Modern Work Centre of Excellence (MWCOE) to support projects and various stakeholders within VPP (Vancouver Coastal, Providence Health, PHSA) and at times BC Health. In this role, you will:

1. Support internal processes and technology needed to support Microsoft 365 for VPP.
2. Measure, monitor, and analyze SaaS usage for VPP customers and make recommendations for cost optimization.
3. Work with technical and business teams to address issues, manage risk, and deliver value.
4. Manage service intake to meet business needs.

Successful candidates are experienced project/program managers or business analysts with technical depth, customer engagement, and communication skills. A strong understanding of cloud computing, SaaS, and Microsoft 365 is required. Prior government experience with Microsoft 365 is preferred.

Services Required:

1. Support coordination, execution, and completion of the VPP M365 Adoption Program and Roadmap.
2. Handle complex tasks in Microsoft 365 and other SaaS products.
3. Create executive briefing notes, business cases, and management collateral.
4. Define requirements for process and tool implementations for SaaS and Modern Work solutions.
5. Collect and review requirements; perform data analysis to support decision-making.
6. Perform technical and financial analysis to assess SaaS adoption impact.
7. Define total cost of ownership and business value for Microsoft 365 and SaaS adoption.
8. Create and maintain program reporting dashboards, KPIs, and project metrics.
9. Maintain databases and generate reports as needed.
10. Develop account plans and track performance.
11. Assist in developing operational policies and guidelines.
12. Identify program risks and develop response plans.
13. Stay current with cloud optimization, regulations, policies, and procedures.
14. Participate in special projects as required.

Qualifications and Experience:

1. 10+ years’ experience as a business analyst in IT/Cloud environments.
2. 10+ years’ experience with Microsoft 365 and server-based services (Exchange, SharePoint, etc.).
3. Experience working in a multi-regional public healthcare organization.
4. Knowledge of ITIL Incident Management, Project Management, and Change Management principles.
5. Experience leading teams in programs.
6. Excellent communication skills, able to translate cloud concepts for stakeholders.
7. Adaptable and able to work in a fast-paced environment.
