Position: Project Manager, Planning & Design

Location: WRHN

WRHN is undertaking a significant human resource recruitment initiative for its Hospital Redevelopment project in two focus areas: Planning & Design, and Transaction & Construction. Openings include: Project Director, Transaction & Construction; Senior Project Manager, Transaction & Construction (2); Project Manager, Transaction & Construction; Senior Project Manager, Planning & Design (2); and Project Manager, Planning & Design. WRHN is implementing a multi-year Facilities Redevelopment Master Plan to build a regional system of care for the local community, expected to grow to 1 million by 2050, providing care closer to home for decades to come.

Led by the Vice President, Redevelopment, the Redevelopment Team plans and implements all components of the multi-year Facilities Redevelopment Master Plan. The Plan includes: a new state-of-the-art hospital site in Waterloo (WRHN @ The University); renovation and expansion of WRHN @ Midtown as an ambulatory and urgent care centre; expansion of WRHN @ Chicopee in Kitchener for modernized rehabilitation; and maintaining WRHN @ Queen’s Blvd to deliver care until approximately 2035.

Position Summary

The Project Manager is responsible for managing all phases of the project life cycle, from initiation and planning through to implementation and closure, ensuring successful delivery of all requirements. This includes overseeing objectives, schedules, and budgets, and seeking opportunities for improvement. A comprehensive understanding of healthcare planning, building sciences, infrastructure systems, and construction is essential.

The role requires knowledge of design development, construction contract documents, procurement, and construction management for healthcare projects, including familiarity with Public-Private Partnerships (P3) and the DBFM model as an asset. A working knowledge of Ministry of Health and Infrastructure Ontario policies and processes, and strong project management and interpersonal skills, is expected.

General Responsibilities

General/Technical:

  • Assist the Senior Project Manager(s) in managing the Design Team (Prime Consultant and Specialty Consultants) across different procurement and delivery methods and overlapping timelines.
  • Translate user requirements into actionable design and technical directives for design teams, vendors, and construction trades.
  • Familiarity with project delivery models such as Stipulated Sum, Design-Bid-Build, Turnkey, Construction Management, AFP, and IPD is an asset.
  • Coordinate with Senior Project Manager(s) and all disciplines to align final product with user requirements, schedule, and budget.
  • Coordinate planning meetings with department representatives, consultants, and essential team members through design and working drawing phases.
  • Support development of the project, review and integrate planning, design, and transactional documentation (including PSOS, FMOS, FF&E, and ICAT integration).
  • Assist Redevelopment Team in scope development and implementation for Facilities Management, FF&E, and ICAT.
  • Collaborate with the consulting team to oversee and validate work of architects, engineers, and specialty consultants.
  • Support scope development and documentation for related projects and coordinate site works, planning, design and construction documents, tender issuance, evaluations, and construction management.
  • Work with Redevelopment team and other stakeholders to support programming, planning, design, and operational development requirements.
  • Assist in developing project plans, scheduling, and implementation timelines; contribute to multi-year Master Plan development with consultants.
  • Identify project risks during design and implementation; support development of technical requirements with internal staff, consultants, and user groups.

Governance And Communications

  • Attend project meetings with Planning, Design & Compliance team, Project Company, hospital user groups, partners, and authorities having jurisdiction; delivery method may vary (Prime Consultant and GC/CM).
  • Build relationships with senior leaders and guide decision-making related to strategy, risk, and outcomes.
  • Assist in negotiations and conflict resolutions; engage stakeholders to obtain buy-in and support for project success.

Site Planning

  • Collaborate with external stakeholders (City of Waterloo, Region of Waterloo, University of Waterloo, GRCA, provincial Ministries) on Master Site Plan, Site Plan Approvals, and on-site permits; coordinate Master Site Plan and PDC/PCo RFPs.

Design And Contract Documents

  • Ensure WRHN representation at user groups and define design/technical details to inform physical design and FF&E requirements.
  • Monitor compliance of PSOS development, procurement stages, and occupancy-related documentation; ensure thorough documentation throughout all project phases for potentially multiple delivery methods.
  • Integrate FF&E, ICAT, and Sustainability (LEED/WELL) considerations into technical documents; coordinate Operational Readiness requirements for a smooth transition to operations.
  • Understand construction contract law and standard design agreements relevant to facilities work.

Procurement

  • Support engagement with IO and PDC during RFP periods for technical submissions and evaluation; participate in RFP reviews.

Construction

  • Assist in resolving implementation issues, review documents for design integration with ICAT, FF&E, LEED, and WELL initiatives; coordinate transition planning, moves, and project closeout.

Position Requirements

  • A university degree or college diploma (Architecture or Engineering preferred) with professional status, or equivalent experience.
  • PMP designation or Construction Project Management status is an asset.
  • 3–5 years of Project Manager experience in healthcare planning, design, construction, renovation, and space-related projects.
  • Experience with healthcare capital planning projects, including DBFM or CM projects, is an asset.
  • Familiarity with Ontario Building Code, CSA Z-8000, CSA Z317 Infection Control; infection control during construction, Construction Health and Safety, and contract law familiarity is an asset.
  • Knowledge of Occupational Health and Safety Act and Infrastructure Ontario models (AFP/DBFM/PPP).
  • Understanding of Ministry of Health capital planning, facility design and construction processes, and health care delivery systems.
  • Strong management, facilitation, written and oral communication, and presentation skills.
  • Ability to translate complex issues for stakeholders and collaborate effectively; strong customer service orientation.
  • Commitment to patient and staff safety policies and creating an inclusive environment.
  • Experience working with diverse project teams and user groups; ability to work in a fast-paced, results-driven environment.
  • Experience with procurement documents (RFT, RFQ, RFP, RFSQ) is an asset; knowledge of building systems and infrastructure; municipal/regional permit processes; sustainability experience (LEED/WELL) is an asset.
  • Strong negotiation, consensus-building, and confidentiality skills; ability to manage multiple concurrent project activities and deadlines.
  • Proficiency with Revit, AutoCAD, MS Project, SharePoint, and MS Office Suite.
