The Concord House Program

The Concord House Program is a two‑bed residential facility providing housing and trauma‑based guidance to youth in the care of the Ministry of Children and Family Development (MCFD) or a Delegated Aboriginal Agency. The program supports youth recovering from adverse childhood experiences (ACEs), offering a safe, welcoming environment and around‑the‑clock staffing.

Program Manager Role

The Program Manager leads operational and administrative direction for the development, implementation, and day‑to‑day management of the program. Responsibilities include administration, financial, employee and community relations, and care delivery outcomes.

Scheduling
  • Temporary, full‑time position, 40 hours per week
  • Monday to Friday 09:00–17:00; flexible hours to meet program needs
  • On‑call duties may include weekends, statutory holidays, and evenings
  • Duration: January 2026 through March 2027
Responsibilities
  • Participate in long‑term planning and visioning for the program and organization
  • Develop and manage the annual program budget and perform periodic cost and productivity analyses
  • Ensure personnel administration complies with agency, licensing, funder, and CARF standards
  • Recruit, screen, hire, coach, and supervise program staff, fostering a high‑engaged team
  • Conduct performance conversations, manage employee relations, and address disciplinary actions and union relationships
  • Promote a safe, structured environment that reduces conflict and enhances child and adult development
  • Design, implement, and evaluate trauma‑informed care programs incorporating family involvement
  • Represent the program at interagency forums, media, government agencies, families, and community groups
  • Provide on‑call and emergency coverage on pager or cell as required
Qualifications
  • A degree in humanities, social sciences, or related field
  • Minimum three years in a similar facility or program, with at least one year in a supervisory or management role
  • Specific experience with financial and human resource management
  • Current WCB Occupational First Aid, Level 1 and CPR certificates required
  • Non‑violent Physical Crisis Intervention Certificate and Conflict Resolution Certificate
  • Experience with basic sign language or alternative communication strategies is an asset
  • Valid Class 5 Driver’s License and clean driver’s abstract
Other Requirements
  • Prior experience in trauma‑informed practices and implementing behavioural interventions
  • Successful criminal record / vulnerable sector check
  • Sign an oath of confidentiality, conflict of interest statement, abuse protocols, and a code of ethics statement
