The City of Sherbrooke recently established a dedicated Procurement Department where supporting internal customers and developing and implementing responsible and sustainable practices are at the heart of its activities. The strategic expertise of its team allows the City to ensure that it spends public funds wisely by acquiring the goods and services it needs at the best price and in the shortest possible time from reliable suppliers. If you want to use your experience and knowledge to improve procurement practices and, by extension, contribute to services to the population, the City has a golden opportunity for you.

Responsibilities

• Lead and support the members of your team responsible, among other things, for the preparation of the City\'s calls for tenders;
• Provide strategic support to municipal departments by advising their managers and answering their questions;
• Identify opportunities for improvement and contribute to the design and implementation of solutions related to procurement policies, practices, procedures and tools;
• Support municipal departments in defining and planning their needs for goods and services to be acquired;
• Participate in the definition of tendering strategies, the preparation of quotes and the monitoring of supplier management;
• Intervene in the event of contractual disputes, in particular through negotiation or mediation with suppliers;
• Ensure the daily management of your team and the coordination of files, while providing operational support;
• Participate in the review of public tender documents, as well as coordinate and lead selection committees;
• Take charge of certain more complex tender files, from preparation to conclusion;
• Monitor best practices in procurement and market trends;
• Participate in the design and review of procurement policies, practices and tools;
• Lead improvement projects, from planning to completion;
• Share expertise and contribute to the training of team members and municipal service managers.

Desired Profile

You hold an undergraduate degree in administration, engineering, law, or another field relevant to the job with a minimum of 5 years of experience in procurement in a large organization.

You are as comfortable with analysis and diagnosis as you are with project management and consulting, and you have a strong interest in contributing to the development of responsible procurement practices and policies - training in sustainable development will also be considered an asset. Your rigor is reflected in both your analyses and your follow-ups, and you know how to build strong and lasting professional relationships.

With excellent communication skills, both oral and written, you also know how to negotiate confidently. Your keen sense of organization and priority management allows you to discern the real needs behind the requests of your clients and colleagues. Finally, your strong interest in innovation and your ability to solve problems creatively will make you a sought-after person for this strategic role.
