Overview

AD1 Agency Relations Coordinator. Regular/full-time position in the Department of Families, Agency Accountability Support Unit, Administrative and Finance Division. Location: Winnipeg, MB. Advertisement Number: 44541. Salary: AD1 $77,563.00 - $100,447.00 per year. Closing Date: September 19, 2025.

Qualifications
  • Essential: Post secondary education in Finance Management, Accounting or Business Administration and a current CPA Designation. An equivalent combination of relevant education and experience may be considered at a commensurate level.
  • Experience in planning, implementing, and conducting financial and operational reviews, investigations and audits of external publicly funded agencies or organizations.
  • Experience in monitoring the financial and operational performance of publicly funded agencies, providing high-level analysis and reports for senior management review.
  • Experience implementing and overseeing the comptrollership accountability framework.
  • Experience providing consultative services and training to external agencies’ financial management and boards.
  • Excellent interpersonal skills with the ability to build effective working relationships with internal and external stakeholders.
  • Strong verbal and written communication skills to convey information to diverse audiences.
  • Experience interpreting, explaining and applying legislation and regulations in a regulatory environment.
  • Strong analytical, problem-solving and decision-making skills, with the ability to anticipate impacts to stakeholders.
  • Proficiency with Microsoft applications (Outlook, Word, Excel, PowerPoint, Access) or equivalent software.
Duties

The Financial Management Consultant is responsible for the ongoing review, monitoring, development, enhancement, and implementation of the Department’s agency/service provider accountability frameworks (divisional/program). This includes ensuring framework elements, agreements/contracts, reporting requirements, review and risk assessment tools are practical and align with modern comptrollership principles. The incumbent will conduct financial reviews and audits of external agencies to ensure appropriate use of public funds, develop and implement policy and processes for providing financial and management training and support, and assist in developing and implementing policies for systematic and cyclical audits based on coordinated and standardized risk assessments across divisions and programs.
