Job description

Environmental Assistant Project Manager / Lead Biologist

STV is growing and has an immediate opening for a highly motivated environmental professional looking to expand as an Environmental Assistant Project Manager / Lead Biologist. Location is flexible - any of our Texas office locations.

In this role, you will have the opportunity to manage and support the preparation of various National Environmental Policy Act (NEPA) environmental documents and work closely with our Environmental Planning & Permitting and Engineering teams to make a significant community impact.

Environmental Project Manager Responsibilities
  • Plan and manage all aspects of small projects and support larger environmental projects (e.g., technical studies, NEPA CEs and EAs).
  • Assist clients with agency permits.
  • Define the required level of environmental analysis and coordinate the work of professional staff.
  • Guide and mentor junior staff.
  • Establish and maintain client relations, participate in marketing, proposal development, scope and fee preparation, and document production.
  • Participate in reviews with agencies for compliance and lead public meetings and hearings.
  • Serve as a technical resource, assign work, and coordinate workload to ensure timely completion of documents.
  • Author and review permit applications for agencies such as USFWS, USACE, TPWD.
  • Conduct fieldwork such as wetland delineations or habitat assessments; some travel may be required.
  • Act as the team's biological and water resource expert.
  • Track financial aspects of projects and coordinate workload efforts.
  • Collaborate with department managers and senior PMs for project reviews and company management.
  • Stay updated on regulatory laws and practices.
Mandatory Qualifications
  • Bachelor's degree in environmental sciences, wildlife management, biology, or related fields.
  • Minimum 5 years of experience with NEPA documentation for transportation projects and permitting.
  • Practical knowledge of environmental regulations including the Endangered Species Act, Clean Water Act, and others.
  • Experience with NEPA CEs, EAs, and TxDOT projects.
  • Expertise in water or biological resources, including wetlands and endangered species.
  • Experience as primary author of Section 404/10 permits and USFWS consultations.
  • Coordination with USACE for permit applications.
  • Proficiency in Microsoft Office suite.
  • Strong environmental writing, communication, organizational, and problem-solving skills.
  • Ability to work independently and within a team.
Preferred Qualifications
  • Master's degree in an environmental field.
  • Permit holder for listed species.
  • GIS experience.
  • PWS or CWB Certifications.
  • TxDOT environmental pre-certifications.
  • Experience authoring multiple Section 404/10 permits and biological evaluations.

Compensation Range: $72,290.42 - $96,387.22
