Job description
Tasks

The Contractor’s resource will perform tasks in support of the Land Cyber Materiel (Mission) Assurance Program. These tasks may include, but are not limited to, the following:



  1. Reviewing, assessing and proposing project considerations into existing and new policy direction such as the Land Equipment Management System, Departmental Implementation Directives, L1s Functional Planning Guidance, L1s Business Plans, Canadian Forces Technical Orders, National Procurement Call to Estimates, and other relevant documents to ensure transparency and an adequate stakeholder understanding of the Land Cyber Materiel Assurance Program.

  2. Planning, researching and preparing technical documentation within a federal government military materiel acquisition environment. Technical documentation could include but would be limited to Statements of Requirements, System Specifications, and/or User Manuals/Guides/Standard Operating Procedures.

  3. Developing and/or participating in cyber security system architecture specifications development activities, hardware and software requirement specifications or health monitoring requirements in support of the Canadian Army’s Acquisition Projects and related Materiel Acquisition and Support (MA&S) processes as necessary by making detailed recommendations to the Technical Authority, Project Managers, Life Cycle Material Managers (LCMMs) on the security posture of military equipment and vehicles.

  4. Coordinating the development of system security postures (baselines) for land-based military equipment, military vehicles and weapon systems containing embedded computer and communications systems and coordinate with client directorates for the identification of system security requirements.

Additional mandatory criteria


  1. M1 The Bidder must demonstrate that its proposed resource has four (4) years of related experience within the last ten (10) years as an engineer supporting the life cycle of Canadian Army equipment by managing a cybersecurity portfolio or supporting cybersecurity initiatives for land vehicle military platform technology* and equipment. *For these purposes, military platform technology is defined as embedded hardware and software on land vehicles, weapon systems and supporting equipment that monitors and/or controls data.

  2. M2 The proposed resource must have seventy-two (6) years of experience in a military materiel equipment program management support environment that includes departmental policy and divisional instruction implementation including the following: a. L2 planning guidance from major stakeholders, Departmental Administrative Orders Direction and Materiel Management Instructions or their equivalent. b. Development of project and in-service materiel assurance multi-year costings including capital and operational requirements. c. Development and application of process analysis for the implementation of materiel acquisition and support policy.
