Director, IT Business Management and Governance

We're hiring a Director, IT Business Management & Governance to lead strategic planning, financial oversight, and governance excellence across the IT division.
Reporting to the Vice President, IT Strategy & Management, you will partner with IT leadership to shape IT policies, optimize financial performance, ensure compliance with evolving regulatory and risk requirements, and deliver data-driven insights that promote informed decision-making.

About the Role
People Leadership and Strategic Planning
- Lead, mentor, and develop an IT Business Management & Governance team, promoting a diverse and inclusive environment.
- Provide strategic direction and encourage a culture of accountability, excellence, and continuous improvement.
- Serve as a trusted advisor providing insights on risks, compliance and governance matters, along with financial transparency and key insights.
Governance, Audit, Risk and Compliance Management
- Lead the development of flexible IT governance frameworks and compliance programs aligned with industry best practices and business objectives.
- Coordinate with legal, risk, and audit teams to conduct reviews, manage findings, and ensure proactive risk mitigation.
- Partner with internal and external auditors to facilitate audit activities and address findings, facilitating reviews and timely resolution of findings.
- Oversee risk assessment processes and develop controls to ensure regulatory compliance.
Policy and Standards Development:
- Create and enforce IT policies, standards, and procedures to ensure consistent and effective IT operations.
- Regularly review and update policies to reflect new technologies, risks, and regulatory changes.
- Ensure policies, standards, and procedures are communicated to the appropriate IT stakeholders.
IT Business Management and Financial Oversight
- Oversee multi-year IT financial planning, forecasting, workforce planning, and value-based IT management aligned with strategic IT priorities.
- Lead capital and operating budget planning, expense management and chargeback processes to monitor spend, manage variances, forecasts, and accruals, while ensuring financial discipline and transparency.
- Improve cost transparency and reporting to deliver actionable insights and drive cost optimization initiatives to align IT spending with enterprise goals.
- Implement financial frameworks, policies, and controls for spend tracking and optimization, and to ensure audit readiness and compliance.
- Define and lead transition from project-based to hybrid project/product funding model, enabling dynamic financial oversight, flexible resource allocation, and outcome-driven investment tracking.
Workforce Management and Capacity Planning:
- Responsible for capacity planning, resource allocation and optimization, performance monitoring, and strategic planning.
- Collaborate with departments to prioritize initiatives based on strategic goals, operational needs, and resource availability, adjusting resource allocation as needed.
- Contribute to the creation and implementation of best practice capacity planning modeling, strategy and procedures to ensure capacity optimization.
IT Performance Reporting:
- Partner with cross-functional stakeholders to ensure IT metrics are accurately reflected in IT reports and scorecards.
- Report on IT performance and trends to senior management allowing for informed decision-making and strategic planning.
- Develop comprehensive dashboards and reports, including Executive CIO Dashboard, Periodic Budget and Forecasting presentations, Capacity dashboard.
- Visualize IT governance metrics, financial and performance data, and compliance status to support decision-making using tools such as Excel pivot tables and Power BI
- Establish portfolio governance routines (e.g., roadmap reviews, investment checkpoints) to validate that product teams maintain updated roadmaps, measurable goals.
- Develop executive-level portfolio reporting, providing transparent insights into roadmap maturity, investment realization, and workforce planning across IT products and platforms.
About You
- Bachelor's degree in Computer Science, Business Administration, or a related field. MBA considered a strong asset.
- Extensive experience in IT governance, risk and compliance management, financial management, strategic planning, and business management, within large organizations with a high regulatory burden.
- 10+ years of experience developing and implementing IT governance frameworks and policies and overseeing IT budgets.
- 5+ years of progressive management experience.
- Thorough knowledge of IT auditing, regulatory requirements.
- Experience in retail and public sector.
- Experience with product-aligned agile funding models and frameworks.
- Proven experience translating complex information into clear, applicable recommendations.
- Certifications in IT governance, risk and compliance management, program/portfolio management, or financial management or compliance, such as CRISC, CGEIT or PMP.
