The Role

Plan International is seeking a Regional People & Culture Director (RP&CD) to provide strategic leadership to the People & Culture function across the Americas and the Caribbean Region.

This role is a senior regional leadership position responsible for driving One P&C: ensuring consistent implementation of global People & Culture strategy while appropriately contextualizing it to diverse country environments, cultures, and employment frameworks.

The RP&CD is a core member of the Regional Management Team and the Global People & Culture Leadership Team, partnering closely with the Regional Director to strengthen organizational culture, leadership effectiveness, change management, and overall performance through people.

This is a true regional leadership role. Applicants must demonstrate experience overseeing people functions across multiple countries, not only providing advisory or project-based support.

What We’re Looking For (Please read carefully)

A. Senior Regional People & Culture Leadership (Essential)

  • 8+ years of progressive leadership experience in HR / People & Culture at senior level
  • Proven experience leading people strategy in large, complex, geographically dispersed organizations
  • Demonstrated ability to support and influence Country Directors and senior leadership teams
  • Experience working within global or international organizations (NGO experience strongly preferred)

B. Strategic Thinking & Change Leadership (Non-Negotiable)

  • Strong strategic mindset, able to translate global strategy into regional and country-level priorities
  • Proven experience leading organizational change, culture transformation, and leadership behaviours
  • Ability to work in ambiguity, manage competing priorities, and lead in fast-paced, multicultural environments

C. People Analytics, Systems & Data (Critical Capability)

  • Strong data literacy: ability to analyze, interpret, and communicate people data to support decision-making
  • Experience using HR systems, dashboards, and analytics to inform workforce planning and talent decisions
  • Comfort leveraging digital tools and systems to improve executional excellence
  • Excellent communication and interpersonal skills, with the ability to influence at senior levels
  • Strong stakeholder management across regional, country, and global teams
  • Ability to model Plan International’s values, feminist leadership principles, and inclusive behaviors
Key Responsibilities (Summary)
  • Provide strategic leadership for People & Culture across the region, ensuring alignment with global P&C strategy
  • Strengthen P&C capability and capacity in Country and Cluster Offices through matrix leadership
  • Lead regional talent management, succession planning, and strategic workforce planning
  • Champion inclusive culture, staff wellbeing, employee engagement, and feminist leadership principles
  • Drive data-informed decision-making through people analytics and systems
  • Ensure robust People & Culture processes in humanitarian response contexts
  • Ensure full compliance with safeguarding, gender equality, inclusion, and ethical standards
  • Master’s degree in Human Resources, Organizational Development, or related field
  • Fluency in English and Spanish (written and spoken)
  • Strong business acumen and customer-focused mindset
  • High integrity and commitment to safeguarding, equity, and inclusion
  • Experience in international NGOs or humanitarian settings
  • Experience in end-to-end HR process design
  • Strong affinity with technology and digital transformation
