A facility management entity in Abu Dhabi is seeking an experienced HR Manager to lead HR activities, manage talent acquisition, ensure compliance with UAE labor laws, and support the organizational goals. The ideal candidate will have over 7 years of HR experience, particularly in facility management. This role offers the opportunity to impact employee engagement and HR strategy significantly.

Qualifications

  • Minimum 7–10 years of progressive HR experience with at least 3 years in a managerial capacity.
  • Proven experience managing HR operations in facility management, construction, or asset management sectors preferred.
  • Strong background in UAE labor laws, payroll management, and visa processing.
  • Exposure to managing Emiratization programs and UAE national development initiatives.

Job Purpose

The HR Manager is responsible for independently leading and managing the full spectrum of HR activities for the facility management entity (subsidiary) while reporting to the Corporate HR function of Modon Communities. The role covers Talent Acquisition, Total Rewards, Visa & Government Relations, Talent Management, Employee Experience, Onboarding & Offboarding, and Office Administration Management. The HR Manager will ensure that HR strategies, policies, and practices are aligned with organizational goals and compliant with UAE labor laws, providing proactive support to the operational and corporate leadership teams.

Key Responsibilities

Talent Acquisition (Recruitment & Onboarding)

  • Manage full-cycle recruitment, sourcing, and hiring across all levels.
  • Conduct onboarding and orientation programs ensuring smooth new joiner integration.
  • Maintain and update manpower plans aligned with the organizational structure.
  • Support Emiratization initiatives and internship program management.
  • Develop and maintain updated job descriptions.
  • Administer aptitude and psychometric assessments.
  • Prepare offer letters.
  • Manage outsourced manpower staff and vendor relationships.
  • Ensure timely creation of employee folders for new joiners and transfers.

Total Rewards – Compensation & Benefits

  • Manage monthly payroll (additions, deductions) and master employee data.
  • Administer HRIS (SAP) system updates related to employment engagements and exits.
  • Handle exit clearance, final settlements, promotions, transfers, and benefits administration (housing, education, air ticket allowances, reimbursements, etc.).
  • Manage HRIS system developments and automations.
  • Review business expense & other reimbursement e.g. Travel / training etc.
  • Archive employee records systematically.

Visa & Government Relations

  • Manage all MOHRE and Immigration system-related activities including onboarding, renewals, and transfers.
  • Oversee employee visa expiry trackers and proactive renewal management.
  • Schedule and track medical tests, Emirates ID issuance, and distribution.
  • Coordinate with PROs for documentation support.
  • Administer UAE and GCC pension fund processes.

Talent Management

  • Lead the end-to-end Performance Management Cycle and generate reports.
  • Conduct PMS training for line managers and employees.
  • Identify learning and development needs, coordinate training delivery (soft skills, technical, leadership).
  • Implement career development initiatives for UAE nationals.
  • Support succession planning and critical position management.
  • Administer performance improvement and booster plans.
  • Maintain updated employee records related to talent initiatives.

Employee Experience

  • Manage employee relations, grievances, and disciplinary cases.
  • Handle MOHRE labor complaints and represent in employment tribunals.
  • Support the development and reviewing of HR policies, procedures, and process maps.
  • Review and closure of internal/external HR audits and maintain HR Risk Register updates.
  • Manage staff attendance and leave management.
  • Organize welfare events and employee engagement initiatives.
  • Conduct engagement surveys and develop improvement action plans.
  • Update organizational charts and ensure timely service delivery (staff letters, certifications).
  • Oversee medical insurance management (renewals, additions, deletions).
  • Improve employee experience journey initiatives.

Office Management (Support Role in coordination with Corporate Admin team)

  • Coordinate office space planning and leasing contracts.
  • Oversee office furniture, inventory, supplies, and maintenance.
  • Manage reception, mail, courier, meeting rooms, and pantry services.
  • Ensure regulatory compliance (Civil Defense, Hasantuk renewals).
  • Additional Tasks may be delegated as per the business requirement.
Qualification
