Job description

We are seeking an experienced HSE Officer to implement, monitor, and maintain occupational health and safety systems on site, ensuring compliance with legal requirements, company SHEQ policies, and SACPCMP guidelines.

You will contribute to a safe working environment in a high-risk construction or petrochemical setting.

Responsibilities
  • Enforce SHEQ plans, policies, and procedures on site.
  • Build and maintain project HSE files and documentation.
  • Conduct daily safety inspections and risk assessments (HIRA, baseline, issue-based).
  • Facilitate incident investigations, root cause analysis, and corrective action tracking.
  • Conduct inductions, toolbox talks, and ongoing SHE awareness training.
  • Monitor compliance with the OHS Act, Construction Regulations, and site-specific permits.
  • Ensure permit-to-work, hot work, confined space, and working-at-height controls are in place and followed.
  • Interface with client SHE teams, auditors, and regulatory bodies.
  • Compile and submit safety reports, including incident registers and non-conformance reports.
  • Maintain PPE stocks and asset certifications on site.
  • Assist with project planning, mobilization, and continuous improvement initiatives.
  • Promote a culture of safety, accountability, and continuous improvement.
Key Performance Indicators (KPIs)
  • Safety Compliance & Legal Adherence: Compliance with OHS Act, Construction Regulations, site permits, and company SHEQ policies.
  • Incident Management: Number and severity of incidents/near-misses; timely investigation and corrective actions.
  • Training & Awareness: Number of inductions, toolbox talks, and staff participation in SHE sessions.
  • Documentation & Reporting: Accuracy and timeliness of HSE files, logs, and reports.
  • PPE & Asset Management: Availability and maintenance of PPE and site asset certifications.
Requirements
Formal Qualifications
  • National Diploma or Degree in Occupational Health & Safety / Environmental Management (or equivalent)
  • SAMTRAC certification
  • SACPCMP registration
On-the-Job Training / Certificates
  • Legal Liability, Risk Assessment, Incident Investigation
  • First Aid, Firefighting, and Emergency Response
  • Permit-to-Work Systems
  • Knowledge of ISO 45001 / ISO 14001 advantageous
Other Requirements
  • Registered with SACPCMP as CHSO, CHSM, or CHSA
  • Valid driver's license
Experience
  • 3-8 years' relevant construction safety experience (depending on registration level)
  • Coordination with construction, QA/QC, and HR teams
  • Supervisory or team leadership experience required at CHSM and CHSA levels
  • Prior experience in petrochemical, fuel terminal, or high-risk industrial environments preferred
Knowledge & Skills
  • South African OHS Act, Construction Regulations, and industry-specific legislation
  • Hazard identification, risk assessment, and control measures
  • SHE file compilation and compliance monitoring
  • Understanding of project execution and construction workflows
  • Team leadership, contractor coordination, and conflict resolution
