We are seeking an experienced and results-driven Recruitment Manager to oversee the end-to-end recruitment process for the construction, process and marine sector workforce.

The candidate must have a strong understanding of manpower requirements specific to the construction sector, including both local and foreign worker recruitment. The role involves developing effective sourcing strategies and ensuring compliance with manpower regulations.

The candidate must be willing to start canvassing from scratch and preferably have existing companies.

Key Responsibilities:
  • Lead the recruitment process for construction-related positions including engineers, site supervisors, skilled tradesmen, general workers, and project managers.
  • Liaise with project teams and management to understand manpower needs and workforce planning.
  • Develop and implement effective sourcing strategies (local and overseas) to attract quality candidates.
  • Manage relationships with overseas agencies, training centres (e.g., BCA/SEC), and local employment partners.
  • Ensure full compliance with MOM, BCA, and other relevant regulatory requirements for manpower deployment.
  • Screen and shortlist candidates based on skills, experience, and certification (e.g. SEC(K), CoreTrade).
  • Coordinate interviews, skill assessments, and final selections with line managers.
  • Supervise work pass applications (WP, S Pass, EP) and documentation for foreign workers.
  • Maintain a database of candidates and forecast recruitment pipelines based on project timelines.
  • Monitor recruitment and provide regular reports to management.
  • Drive continuous improvements in recruitment processes and candidate experience.
Requirements:
  • Proven experience (5+ years) in recruitment, preferably within the construction industry and/or manpower agency.
  • Strong knowledge of Singapore's construction manpower regulations and work pass system.
  • Experience in foreign worker recruitment and dealing with international partners.
  • Excellent interpersonal and communication skills.
  • Ability to work under pressure and handle multiple projects.
  • Proficiency in MS Office and recruitment tools.
  • Familiarity with BCA certification and construction job roles is a strong advantage.
Preferred Qualifications:
  • MOM EA Personnel Certificate (if applicable).
  • Prior experience managing a recruitment team or agency operations.
