Job description

Role Overview

Lead and manage the end-to-end tender process, contract management, project costing, and project closure while guiding and mentoring a team of Quantity Surveyors. Ensure competitive, compliant, and timely tender submissions and maintain strong stakeholder engagement throughout project lifecycles.

Key Responsibilities
1. Tender Management & Leadership
  • Manage, mentor, and lead a team of QS professionals.
  • Develop tender strategies, allocate resources, and monitor schedules to meet submission deadlines.
  • Review, approve, and ensure accuracy and competitiveness of tender documents and pricing.
  • Identify and mitigate contractual, technical, and cost risks at the tender stage.
  • Implement best practices and digital tools to optimize tendering processes.
2. Detailed Tender Process

A. Project & Tender Evaluation
i. Evaluate project type, size, client, and consultant details.
ii. Record project title, submission date, and closing date.
iii. Study specifications and drawings; highlight key bid points and special requirements.

B. Tender Document Handling
iv. Arrange collection of all tender documents, drawings, and necessary information.
v. Check completeness of tender documents upon receipt.
vi. Make enquiries and resolve outstanding tender information.

C. Tender Review & Submission
ix. Submit completed tender for Contract Manager verification.
x. Arrange for endorsement and submission of tenders.
xi. Amend and resubmit tenders in response to client/consultant requests or addenda.

D. Post-Tender & Variation Management
xii. Process and advise on project variation claims; liaise with Project Managers on variation and claim matters.
xiii. Maintain tender status, submit tender reports, and suggest improvements.

E. Scheduling & Compliance
xiv. Prepare and monitor tender submission schedules.
xv. Follow responsibility and authority matrix in duty execution.

G. General Duties
xvi. Undertake any other scope necessary to complete tender/costing jobs.
xvii. Perform any other related duties as assigned.

3. Contract Management
  • Ensure legal compliance in contract management, including Alternate Dispute Resolution (ADR) methods like Adjudication and Arbitration.
  • Review Extension of Time (EOT) implications, differentiating from liquidated damages (LD), and manage resolutions.
  • Understand collaborative contracting processes.
  • Review and ensure understanding of contract terms (main and subcontract).
  • Obtain necessary approvals and maintain contract records and communications.
  • Safekeep contract agreements securely in digital storage.
4. Project Costing
  • Use software tools such as PDF X-change Editor, Glodon International (TMEC/TBQ), and Autodesk Revit/CAD for quantity take-offs and cost assessments.
  • Oversee procurement processes including sourcing, negotiation, and price analysis.
  • Manage budgeting and cost control including Variation Orders (VO) — both budgeted and non-budgeted.
5. Project Closure
  • Administer payment certification according to the Security of Payment Act (SOPA) and relevant standards (PSSCOC/SIA).
  • Manage preparation, submission, assessment, and negotiation of VOs and final accounts.
  • Ensure fulfillment of Defects Liability Period (DLP) responsibilities.
  • Manage back charges and contract close-out procedures.
6. Meetings & Stakeholder Communication
  • Lead and represent the company in project, tender, and cost-related meetings.
  • Proactively engage internal teams, clients, and external stakeholders to resolve contract and cost issues professionally and timely.
Requirements
  • Degree in Mechanical Engineering, Electrical Engineering, Sustainable Infrastructure in Building Services, Quantity Surveying, or equivalent.
  • Experience in MEP/HVAC/ACMV projects is an advantage.
  • Familiarity with data analysis concepts is a plus.
  • Proficient with modern digital solutions: modelling take-off software, RPA, advanced Excel/Google Sheets, and AI/ML tools.
  • Strong leadership, negotiation, and communication skills.
  • Excellent command of English (written and spoken).
  • Ability to lead teams and thrive in a dynamic and evolving industry.
