A leading construction firm in Singapore is looking for a Safety Manager to develop and oversee safety management systems for curtain wall engineering projects. The ideal candidate will have at least 7 years of experience and proficiency in Chinese and English to communicate safety protocols effectively. Responsibilities include conducting safety inspections, organizing training drills, and coordinating with external agencies to ensure compliance with safety regulations. A local security officer certification is required for this role.
(1) Establishment and Operation of the Project Safety Management System: Responsible for developing the project's safety management system, plans, and procedures, organizing the preparation and supervising the implementation of emergency response plans and measures for various risks and accidents, ensuring the smooth operation of the project's safety production assurance system, and reporting project updates to the company's safety supervision department as needed. Specific responsibilities include: establishing and improving the project's HSE management system and monitoring its effective operation; organizing the formulation of the project's "Risk Control Measures" and "Emergency Response Plan" and conducting risk assessments; overseeing safety, occupational health, and environmental inspections, and managing performance evaluations and rewards/punishments.
(2) Safety Supervision and Inspection: Organize and implement daily safety production inspections and hazard identification and rectification for this project. Issue rectification notices for identified safety hazards, requiring responsible parties to immediately implement corrective actions. Specific responsibilities include: conducting regular HSE (Health, Safety, Environment) inspections and closing inspection cases; organizing the identification and investigation of major hazards, formulating emergency rescue plans for safety incidents, and having the authority to report major issues to higher management units for special supervision or issue on-site work stoppages.
(3) Safety Training and Emergency Management: Organize the development of the project's HSE training plan, supervise and inspect its implementation, conduct safety knowledge lectures and emergency rescue drills; be responsible for accident statistics, reporting, investigation, and handling, and legally organize or participate in the investigation and handling of production safety accidents.
(4) Safety Management Oversight Responsibilities: Assist the project manager in implementing local and international laws, regulations, and management standards. Oversee daily HSE operations, fulfill safety supervision duties, and ensure project safety compliance. Key responsibilities include: monitoring the implementation of the safety responsibility system for all project personnel; reviewing safety budget allocations; ensuring effective resource allocation; implementing the dual prevention mechanism for safety; and identifying major hazards to develop specialized emergency response plans.
(5) Accident Handling and Reporting: Responsible for organizing relevant accident investigations, submitting accident handling recommendation reports to the company, and conducting accident statistics, reporting, investigation, and handling in accordance with local national regulations. Additionally, responsible for the statistics, reporting, investigation, and handling of various accidents, and legally organizing or participating in the investigation and handling of production safety accidents within the unit.
(6) External Coordination and Communication: Responsible for coordinating external matters related to project safety and occupational health and safety, including safety coordination and liaison. Establishes good relationships with government agencies, industry associations, and other relevant organizations to obtain the latest safety information and resources.
(7) Possess the safety management certification required by the local government and have at least three years of experience in curtain wall engineering safety management.
